U.S. Army Dugway Proving Ground, Directorate of Contracting is contemplating the procurement of a Service Contract w/ the following CLINS:Weibel and Hawk Radar System Test Support W911S6-10-T-0064CLIN -0001 Radar System Test Support, Firm Fixed Price, Radar system support shall provide situational awareness to the Extended Range Multi-Purpose Platform (ERMP) testing team at the Desert Test Control Center (DTCC) for the support of a government test program. PLEASE BID HERE $____________________. (INCLUDES ALL SHIPPING/MATERIAL HANDLING CHARGES - FOB DESTINATION FAR 52.247-34).SCOPE OF WORK1. Description of Requirement:The requirement proposes to provide real time radar tracking of all aircraft and missile activity during the testing of missiles during the Extended Range Multi-Purpose Platform (ERMP) tests. The requirement proposes use of DopplerTech, Inc. hardware and software which tracks moving ground targets, and integrates that information with the Hawk Radar, and the Weibel radar systems to display real-time Time Space Position Information (TSPI). This display tracks and records data from all ground targets, Unmanned Ariel Vehicles (UAV), and fired missiles within the terrain of the testing area. The contractor shall provide radar operations and maintenance necessary to support the test, which includes remote control of the radar systems. The contractor shall provide a bore-sight camera system, and at least 1 high-speed camera system. After the test is complete, the contractor shall provide post processed TSPI data to Dugway Proving Ground (DPG) for all radar targets.1.1 The duration of the test shall be from August 22, 2011 tough October 6, 2011 however the period of performance may need to be extended in the event of any Government delay. Any cost due to government delay shall be negotiated with the contracting office and any extension shall be authorized by the contracting officer before additional work is performed.2. This section lists the test equipment for duration of contract.2.1 Equipment Provided by Contractora. Instrumentation vans at each Hawk radar location (2)b. Radar data recording system (2)c. Radar control system (2)d. Hawk radar interface card (board with FPGA and code to interface with Hawk radars via computer to provide a 10mb Ethernet interface for control and data collection) (2)e. Bore-sight and high speed camera systems (2)f. 400 Hz generators for powering the Hawk radars (2)g. All necessary interconnect cablingh. "ROCON" (DopplerTech) software for coordinate turn and reporting of Hawk radar TSPI data to the fiber net for display in the DMAP program at the DDTCi. Operational support of the DPG Weibel radar for tracking the Hellfire missile (requires remote control)j. "ROCON" software for coordinate turn and reporting of Weibel radar TSPI data to the fiber net for display in the DMAP program at the DDTCk. Wireless LAN for transport of data and remote control of the Weibel radar2.2 Equipment Provided by Government a. 2 Hawk radar'sb. Fueling of the 400Hz generatorsc. Communications (Handheld radios)d. Grading of road to facilitate transport of instrumentation van and radar to top of Sapphire 3. Deliverablesa. Calibration and alignment of 2 Hawk and 1 Weibel Government owned radars.b. Items most critical are tracking of ground, air and missile targets, with test data being complete and saved for government use. Contractor shall provide the real time situational awareness for all targets 100% of the actual test and flight time, each specific missile test must be tracked successfully as re-creation of test is not possible. COR shall witness each test and monitor data stream.2 Equipment Utilization COR Shall review equipment list in SOW Section 2.2 for use during test All equipment in SOW section 2.2 shall be utilized during the test at least one time during the test. If equipment from SOW 2.2 is not used, the government would expect consideration for non-use.
