Description: The United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, MD intends to negotiate a sole source award utilizing Simplified Acquisition Procedures, IAW FAR 13.5, to Bio-Rad laboratories, Ltd., Thailand. The objective of this requirement is to provide service maintenance to Bio-Rad equipment. WRAIR / AFIRMS has a need to maintain its Bio-Rad equipment for its laboratories. The Armed Forces Research Institute of Medical Sciences (AFRIMS) laboratory, located in Thailand, requires a new service contract for scheduled and unscheduled maintenance on critical laboratory research equipment. The long-term maintenance and product support are routinely limited to the Original Equipment Manufacturer (OEM), or licensed, authorized service providers. Bio-Rad is the only provider of maintenance to its own equipment. This notice of intent is for information purposes only. All sources eligible to provide this service must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide services outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within 15 days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services tough a sole-source contract, then a sole source acquisition award will be made. NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. 1.0 DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. At this time, questions concerning the composition and requirements for a future RFQ will not be entertained. 2.0 SUBJECT: WRAIR is the largest and most diverse biomedical research laboratory in the Department of Defense (DoD). The main facility, the Daniel K. Inouye building, is located in Silver Spring, Maryland. Other laboratory and clinical facilities also carry out research studies in Asia, Africa, and Europe tough cooperative partnerships with a host of other governments and militaries tough the U.S. State Department. WRAIR’s greatest resources are the dedicated scientists, clinicians, and support personnel who make up the core of WRAIR today. By integrating basic research and advanced technology for the primary goal of protecting the Warfighter, WRAIR serves as the premier biomedical research organization within the DoD. 3.0 BACKGROUND: The medical research equipment used in WRAIR laboratories are unique, highly specialized, and often manufactured and sold tough a very limited supplier base. Furthermore, long-term maintenance and product support are routinely limited to the Original Equipment Manufacturer (OEM), or licensed, authorized service providers. The Armed Forces Research Institute of Medical Sciences (AFRIMS) laboratory, located in Thailand, requires a new service contract for scheduled and unscheduled maintenance on the following critical laboratory research equipment: 1 Bio-Rad QX200 DDPCR READER MP 2 Bio-Rad CFX96 TOUCH RT SYS MP 2 Bio Rad T100 THERMAL CYCLER MP 2 Bio Rad CFX96 TOUCH RT SYS MP All maintenance service will be done at the US Army Medical Research Directorate (USAMRD) - WRAIR / Armed Forces Research Institute of Medical Sciences (AFIRMS) facility in Bangkok, Thailand. 4.0 RESPONSE INSTRUCTIONS: Respondents should address the following in their capabilities statement: The purpose of this requirement is to provide scheduled and unscheduled maintenance procedures in order to protect the operational performance on the Government-owned equipment. The services will consist of routine preventative maintenance procedures and will also cover general breakdowns (unscheduled maintenance). The requested services will include free labor and travel services for both the routine and unscheduled maintenance repairs.
