The CMDS Project Office is conducting market research to determine if there are potential sources with the capability to provide Slip Ring Assembly Antennas.Slip Ring Assembly AntennaThe function of Slip Ring Assembly Antenna is to rotate the Sentinel radars. The Slip Ring Assembly Antenna is in the pedestal assembly and provides the power, data and signal interface between the stationary base of the Air-to-Ground (ATG) to the rotating antenna Brunswick Unit (BSU), Identification Friend or Foe (IFF) units on top of the pedestal.The Slip Ring Assembly Antenna Part Number is 364478-021. Drawings are unavailable as they have been marked proprietary by the current manufacturer.In accordance with Federal Acquisition Regulation (FAR) 15.201 (e), responses to this notice are not an offer and cannot be accepted by the Government to form a binding contract. The Government will not pay for information received. The Sentinel F1 Radar provides air defense and surveillance of forward areas. It provides 360-degree air surveillance and acquisition tracking day or night, in adverse weather conditions, and in battlefield environments of dust, smoke, aerosols, and enemy countermeasures. The Sentinel F1 Radar supports the digital battlefield by automatically detecting, classifying, identifying, and reporting Cruise Missile (CM), Unmanned Aerial System (UAS), Rotary Wing (RW), and Fixed Wing (FW) threats.RESPONSE INSTRUCTIONSPart A. The U.S. Army Contracting Command anticipates issuing a Firm Fixed Price (FFP) contract in support of the Cruise Missile Defense System (CMDS) Project Office. CMDS has a requirement for a new contract to procure eight (8) Slip Ring Assembly Antennas (SRAA) to support fielded Sentinel Radar Systems in the Republic of Turkey. This will be a one-year production contract (Period of Performance: Award - 12 months). The function of the SRAA is to rotate the Sentinel radar. The SRAA is in the pedestal assembly and provides the power, data, and signal interface between the stationary base of the Air-to-Ground to the rotating antenna Brunswick Unit, Identification Friend or Foe units on top of the pedestal. The part number for the SRAA is 364478-021. Drawings are proprietary. This acquisition is a sole source requirement to Schleifring North America, LLC, 1420 Crispin Drive; Elgin, IL 60123, CAGE: 3RWE9, pursuant to the authority, 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii)(A) - Only One Responsible Source, "Only one responsible source and no other supplies or services will satisfy agency requirements." Schleifring North America, LLC is the only known source that can provide this item and has been providing it for the Sentinel system for the past twenty years. They are the only provider that can meet the minimum requirements of the customer and there are no known sources due to the proprietary requirements imposed by the original equipment manufacturer. The Sentinel Radar System is a highly specialized system requiring unique production/manufacturing requirements for the system and its components. Successful integration and testing of the Slip Ring Assembly Antennas, which will meet the Army's required fielding schedule, mandates a complete knowledge and understanding of the Sentinel Radar System, software, hardware, test and evaluation requirements, as well as the production processes, methodologies, logistics, product assurance, and detailed scheduling requirements. Thus, only Schleifring North America, LLC possesses the capability to fulfill this requirement.
