SCORM LMS Consulting Services & Software Maintenance
This is a request for quote of commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Commercial Products, and FAR subpart 13.1, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
The North American Industry Classification System (NAICS) Code is 541519 with a business size standard of $30M. This acquisition is Unrestricted (no set-aside). This solicitation is anticipated to result in a firm-fixed price task order. Partial proposals will not be accepted. Pricing for all line items must be submitted with the proposal.
The Defense Contract Audit Agency (DCAA) has a requirement for the renewal of consulting and software programming, system maintenance, non-Java based Shared Content Object Reference Model (SCORM) interface maintenance, and training tutorial support to the Training Requirements and Information Network extended (TRAINext) Learning Management System (LMS)/Individual Development Plan (IDP) interactive system support. This requirement is in support of DCAI at Atlanta, GA.
The Contractor must assure that there is complete understanding of the requirements set forth in the attached documents. Please refer to the attached for all additional requirement details.
Award will be made to the lowest priced, technically acceptable offeror that meets the requirements stated in the Performance Work Statement (PWS) and the solicitation. Additionally, please refer to the attached Sole Source Justification for information pertaining to processing this requirement on a sole source basis to PixLet Productions, Inc.
The contractor must be registered in the System for Award Management (SAM) prior to award. SAM is the official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. If not already registered in SAM, go to www.sam.gov to register prior to submitting your quote.

This sources sought is a request for information (RFI) for planning purposes only and is not a request for proposal (RFP), request for quote (RFQ), invitation for bid (IFB), or an obligation on the part of the government to acquire any services/supplies. Description of Services
Technical consulting, software programming, system maintenance, modifications, enhancements, non-Java based Shared Content Object Reference Model (SCORM) interface maintenance, and training support to the Training Requirements and Information Network extended (TRAINext) Learning Management System (LMS)/Individual Development Plan (IDP) interactive system to support workforce career management. To meet the current training delivery, reporting, tracking, management, and enrollment process needs, the Learning Target LMS needs to be supplemented so that the Learning Target LMS/IDP will conform to the day-to-day business processes. Contractor must have the proprietary data rights (source codes, data, etc.) needed to successfully perform this requirement.
Personnel Requirements
Contractor personnel providing support must clearly demonstrate expert knowledge and experience in performing the tasks listed above and the following:
Proficient in Learning Target system, LMS/IDP.
Proficient in SQL Server 2008.
Proficient in the ColdFusion Markup Language.
Must have strong project management and software engineering skills as well as adherence to software development best practices to ensure product quality.
Must adhere to Information Security and Cyber Security principles to ensure software security and mitigation of risks and vulnerabilities.
Proficient in SCORM LMS Adapter or Tin Can (xAPI).
Proficient in Instruction System Design and Adult Learning theory.

Any information provided by industry to the government as a result of this sources sought is strictly voluntary. Responses will not be returned. As a reminder, no entitlements to payment of any direct or indirect costs or changes to the government will arise as a result of vendor submission of responses or the government’s use of such information. The information obtained from industry responses to this notice may be used in the development of an acquisition strategy and a future solicitation, if applicable.
