The Naval Air Warfare Center Aircraft Division Lakehurst intends to issue an award on a Sole Source basis with Raytheon Company for the purchase of P/N: C3435659-1, Antenna Trunnion Kit. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. Raytheon Company is the original designer, developer, manufacturer, and prime integrator for the APG-79 Radar System. As such, they are the only source with the requisite knowledge, experience, technical expertise, and technical data to provide P/N: C3435659-1, which is for the assembly/fabrication of the APG-79 Antenna. Any other source would need to possess the drawings/technical data to be able to perform this requirement. THE GOVERNMENT DOES NOT POSSESS THE TECHNICAL DATA PACKAGE TO ALLOW FOR A COMPETITIVE PROCUREMENT. All responsible sources may submit a response which may be considered by the Government in determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR PROPOSALS. P/N: C3435659-1, Radar Antenna Trunnion Kit The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ is soliciting information and comments from industry and other interested parties. NAWCAD Lakehurst is requesting vendor sources for a fixed-price, tee (3) Year Indefinite Delivery Indefinite Quantity (IDIQ) type contract with procurement for an initial quantity of eight (8) P/N: C3435659-1, Radar Antenna Trunnion Kit, used in the manufacturing of the Radar APG-79 Antenna. The APG-79 radar system is used in F/A-18 E/F and EA-18G variants. The Radar Antenna Trunnion Kit provides the depot level repair capability for the holding/ support needed to allow interior work on the antenna. This is a rated order certified for national defense use and you are required to follow all the provisions of the Defense Priorities and Allocations System regulations (15 CFR part 700). The Government is seeking industry input to assist in identifying features and approaches to meet the general requirements described above. Please note that the Government will NOT be responsible for any costs incurred by interested parties responding to this RFI. THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. INTERESTED SOURCES SHOULD PROVIDE THE FOLLOWING INFORMATION: - Company description (company size, cage code) - Company Point of Contact (name email/phone) - Manufacturing capabilities, including examples and photographs of manufactured items. - Relevant history manufacturing similar parts and utilizing similar processes. - Rough Order of Magnitude (ROM) on any currently available product or capability that will meet the Navy requirements. - Provide all applicable federal standards, policies, and regulations met. - Provide Quality Assurance systems in place, certifications, capabilities, and qualifications. - Provide any additional information that will assist in understanding responses to this RFI. All interested parties must submit written responses, preferably via electronic mail to Desiree Pendleton, desiree.pendleton@navy.mil no later than five (5) days after the post date of this RFI. The Navy does not intend to award a contract on the basis of this request or otherwise pay for the information solicited. While the Navy intends to use this information for future acquisition planning purposes, it will not release any information about your approach that might in any way compromise your competitive posture or proprietary information.
