Added: Apr 09, 2018 4:08 pm The United States Navy Naval Air Warfare Center Aircraft Division Metrology and Calibration (METCAL) has a requirement for a Firm Fixed Price (FFP) contract with an initial order for a quantity of 3 each Class A Linear Amplifiers to be ordered on the initial order, and an option to purchase an additional quantity of twenty-two (22) each Class A Linear Amplifiers which may be exercised upon successful completion of initial evaluation and a time not to exceed twelve (12) months after contract award. The Linear Class A Amplifiers shall comply with the specifications listed in Calibration Standards Specification (CSS) 02-3258B and be in compliance with the Statement of Work (SOW) . The Linear Class A Amplifier requirements are well defined in the CSS and SOW such that firm fixed prices for a qualified product will be established in the contract.This requirement is solicited as a Small Business Set Aside with full and open competition between all categories of small businesses, award made to the Lowest Price Technically Acceptable Offeror. Federal Acquisition Regulation 12.6 Streamlined Procedures for the Evaluation and Solicitation for Commercial Items and 13.5 Simplified Procedures for Certain Commercial Items shall be utilized.Proposals must demonstrate compliance with all technical requirements identified in CSS 02-3258B (see CSS 02-3258B and Evaluation Checklist, included with RFP. To determine the technical acceptability, all proposals will be evaluated on an "Acceptable" or "Unacceptable" basis. Failure to respond to this RFI does not preclude participation in any future associated request for proposal that may be issued.BACKGROUND/PURPOSE/TECHNICAL REQUIREMENTSThe Naval Air Warfare Center Aircraft Division (NAWCAD) is soliciting information and comments from industry on its ability to provide non-developmental or Commercial Off The Shelf (COTS) 0.1 watt minimum CLASS A Linear Amplifier rated for 1 MHz - 1000 MHz. The Amplifier must meet all of the requirements identified in CSS 02-3258A, 1MHz - 1000 MHz, 0.1 watt Class A Linear Amplifier Calibration Standard Specification.The Class A Amplifier is an integral component for testing and calibrating sensitive electronic equipment. The CLASS A Linear Amplifiers must meet the requirements spelled out in CSS 02-3258A. This Calibration Standard Specification sets forward all of the minimum requirements that would have to be met by a qualified amplifier on a pass or fail basis. This RFI provides the opportunity to determine if you either provide a CLASS A amplifier or have the ability to modify an existing unit that meets or exceeds the standards based on the specification.The anticipated requirement would be for a total of 25 units, 3 units procured initially followed by an option for an additional 22. The initial 3 units will undergo testing to confirm they meet all of the NAWCAD's requirements. Based on those testing results, the remaining 22 units could be procured at NAWCAD's option, the OEM could be invited to provide corrective modifications, or the original 3 could be returned as non-conforming.The objective of this RFI is to determine if there are existing or easily modified CLASS A amplifiers available in commercial marketplace that meet the requirement. Based on the responses and other market research findings, NAWCAD could release a sole source acquisition or competitive acquisition.RESPONSESRequested InformationIn response to this RFI, respondents should submit written responses containing product information and specifications. Respondents are requested to provide CLASS A Linear Amplifier details specifically addressing the technical data in the attached CSS. Email responses are allowed. If product modification is anticipated, please include information about your engineering capabilities, and potential actions you could take to make your amplifier compliant.The Government is interested in receiving vendors' price lists for items they believe meet the need in this RFI. Supplying price data does not imply a contractual obligation between the Government and the Contractor.
