No-cost contract for destruction and disposal services for excess material on Naval Support Activity Crane, IN
Added: Jun 15, 2015 7:22 pm The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award a no-cost contract for destruction and disposal services using the policies and procedures of FAR Part 13, Simplified Acquisition Procedures. The requirement will be solicited using full and open competition. The activity’s small business office concurs with this set aside determination. The NAICS code applicable to this procurement is 562920. The size standard is $20.5 million. The Navy requires services for Naval Support Activity (NSA) Crane in Crane, IN. NSA Crane has approximately 200 tons of various types of obsolete metal materials that need to be destroyed beyond recognition. A vendor will be required to supply dumpsters and similar containers so that the Navy can load them with materials. Once full, the vendor will pick up the dumpsters and transport them to its facility for destruction. Pick-up is anticipated approximately tee times per week. The vendor must have equipment/machinery that can destroy small items like circuit cards up to large items the size of cars on their first pass tough the machine. The facility must be within 50 miles of NSA Crane. This is a no-cost contract for the services required. Consideration to the vendor is retention of the recyclable materials after the items are destroyed. There is a one-year base period and FAR clause 52.217-8 is included to allow for up to a 6 month extension. Services are anticipated to begin around 27 July 2015. The anticipated award date is 23 July 2015. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE. Once available, the solicitation will be posted to this site (Navy Electronic Commerce Online or NECO). The solicitation is expected to be available on or about 16 June 2015. The NECO website has a “submit bid” button next to the solicitation number. DO NOT use the “submit bid” button on NECO to submit a quotation. All responsible sources may submit a quotation which will be considered by the Government. By submitting a quotation, the vendor will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quotation. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the vendors at any time prior to award. By submission of a quotation, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and tough final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award.
