Obstruction Removal and Fence Construction - WRP Easement, Milam County, Texas
Added: May 23, 2017 1:11 pm The USDA NRCS is preparing to issue a solicitation for fence construction around a Wetlands Reserve Program easement in Milam County, Texas. The work consists of all labor, equipment and materials necessary to remove and dispose of vegetation, fences, landscape features (rocks-boulders) and other materials that would interfere with the installation of the fencing; and the construction of 7,126 feet of boundary fence.Vegetation and/or trees marked with flagging will not be disturbed. Obstruction removal consists of 7,126 feet of woody vegetation with 710.9 feet of old fence within, and an additional 5,646 feet of old fence with no woody vegetation to be removed. Fence will be constructed according to NRCS design and specifications.The solicitation will be a Total Small Business set-aside. Interested contractors must be registered as Active, and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award.A firm-fixed price construction contract is anticipated under Simplified Acquisition Procedures. FAR Part 13 and 36 apply. As such, a bid bond is not required and there will be no formal bid opening. A Request for Quotes is being solicited, and can be supplied via fax, email, or regular mail. Award will be made to the lowest priced, responsible offeror.An alternative form of payment protection, either a Payment Bond (SF-25A) or irrevocable letter of credit (ILC), in the amount of 100% of award will be required within 5 days of award.The solicitation package, drawings and specifications will be posted and available from this site on June 7, 2017. Requests for quotes, under Simplified Acquisition Procedures, will be due buy 4:30 p.m. on Friday, June 30, 2017.A site showing to inspect the site will be held June 20th @ 10 a.m. Interested contractors should plan to meet at the USDA-NRCS Cameron Field Office, 2301 N Travis Ave. Cameron, Texas 76520.Performance time is 60 calendar days from Notice to ProceedMagnitude of proposed construction: between $25,000 and $100,000.
