The contractor must provide qualified personnel, supervision, tools, and equipment across five service categories: electrical maintenance (minimum 3 electricians with 3+ years' experience); HVAC maintenance (minimum 2 technicians); real property maintenance and repair (minimum 9 personnel: 3 skilled trades plus 6 general labor assistants); warehouse support (minimum 2 staff); and government vehicle and heavy equipment maintenance (minimum 1 staff). The Supervisor/Project Manager must hold 5+ years of project management experience in engineering, facilities management, or trade-related fields; possess Philippines TESDA Electrical Installation and Maintenance NC II/NC III certifications; hold a valid PRC Registered Master Electrician (RME) License; and be English-speaking. Personnel security clearances through Overseas Vetting Questionnaires, police clearances, barangay clearances, and NBI clearances are required.
The government furnishes replacement parts, consumables, fuel, lubricants, batteries, and maintenance supplies; the contractor provides only materials specified in the SOW. General Liability insurance minimum is PHP 100,000 per occurrence and PHP 500,000 cumulative for both bodily injury and property damage. The incumbent contractor was J&J Worldwide Services (contract expired April 30, 2025).
