NASA's Shared Services Center awarded a purchase order to COI Ceramics, Inc., a Northrop Grumman subsidiary, on July 6, 2026, for 50 spools of Hi-Nicalon high-performance continuous silicon carbide fiber (5.5 kg total, part number NLH107) valued at $49,117.75.
This is a sole source commercial item procurement under FAR 12.102(a). Place of performance is San Diego, California. COI Ceramics was the sole capable source based on Hi-Nicalon's unique strength, corrosion, and heat-resistance properties required for nuclear reactor core applications, combined with exclusive access to Defense Logistics Agency strategic materials inventory enabling delivery within weeks. The fiber will support NASA's SR1-Freedom nuclear electric propulsion vehicle program, specifically for manufacturing encapsulating structures for moderating materials in ground testing. Period of performance is estimated at 5 to 6 weeks from receipt of order, contingent on DLA stockpile release approval. The underlying solicitation was posted June 25, 2026, with a June 30 deadline.
