The Indian Health Service awarded a purchase order to We Build LLC, a Buy Indian–set-aside firm, for $228,000 on September 24, 2026, to procure a web-based distance learning management system delivering Emergency Medical Services certification and recertification training to IHS, tribal, and urban programs.
Performance is based in North Bethesda, Maryland. The contractor must establish a secure, Section 508-compliant learning management system operational within three months of award and deliver nationally recognized EMS courses including ACLS, BLS, PALS, EPC, PEPP, and AMLS to up to 250 EMTs and paramedics annually. All training must meet certification and recertification standards established by CECBEMS, ASHI, AHA, and NREMT and satisfy state licensure requirements for jurisdictions where trainees work. The contractor bears all course registration fees, training costs, videoconferencing, and teleconferencing expenses.
The contract runs 12 months from award with one optional 12-month renewal period and one option to extend services for six months. Training is scheduled on an as-needed basis, submitted individually by the Government and approved by the Contracting Officer's Representative.
