The Department of Veterans Affairs, Veterans Integrated Service Network 8, is issuing a Request for Information (RFI) for Legionella and Dental Water Line Sampling and Analysis services with responses due July 29, 2026 at 11:00 AM Eastern Time. This is a pre-solicitation notice only; responses will not be evaluated for contract award and do not constitute a binding solicitation.
Work is performed at three locations: James A. Haley Veterans Administration Medical Center main campus (13000 Bruce B. Downs Boulevard, Tampa, Florida), Primary Care Annex (1315 Lake Terrace Lane, Tampa, Florida), and New Port Richey VA Dental Clinic (7900 Little Road, New Port Richey, Florida).
The contractor must provide quarterly water sampling and laboratory analysis for Legionella in hot and cold potable water distribution systems and cooling towers, oxidant residual in water distribution outlets, potable water quality parameters (total suspended solids, pH, hardness), and heterotrophic plate count in dental water lines. Sampling must occur during normal business hours (8:00 AM–5:00 PM, Monday–Friday, excluding federal holidays). Laboratories must be certified by the CDC ELITE program for Legionella, Florida Department of Health for oxidant residual and water quality, or equivalent accredited laboratories. The contractor must also develop and verify a Healthcare Associated Legionella Disease Prevention Plan through onsite survey and documentation, respond to repeat sampling requests within 48 hours, and submit written reports within 10 days of sample collection.
This is a base plus four option year requirement. Vendors selected for award will be excluded from all sales of products and equipment required to address issues identified by testing results.
