SANDY CREEK LOW WATER CROSSINGS
The Department of the Interior Bureau of Land Management Utah Region has awarded contract 140L5726P0033 to Garfield County, Utah on a sole-source basis for installation of low water crossings on Henry Mountain Road at Sandy Creek and two tributaries, valued at $134,000.
The sole-source authority is FAR 6.303-1 (Authorized or Required by Statute), grounded in the Good Neighbor Authority, which permits the BLM to contract directly with Garfield County. The justification emphasizes that Garfield County possesses necessary expertise in low water crossing design and standard practices, routinely maintains roads in the Henry Mountains area near Hanksville, Utah, and shares the BLM's mission to provide public land access. The partnership is characterized as mutually beneficial, reducing costs and road maintenance obligations for both parties.
The project addresses chronic road impassability caused by sediment deposits and washouts at stream crossings, which restrict public access to millions of acres in the Henry Mountains and create health and safety risks. Installation of low water crossings will prevent future washouts, reduce sediment deposition on the roadway, and minimize negative impacts to riparian areas and downstream water quality.
Period of performance spans September 2026 through September 2027. Work includes mobilization, materials, equipment, and labor at the Sandy Creek crossing site in Utah. No market research was conducted, and no plans exist for future competition, as this is a one-time project.
