The Bureau of Land Management Colorado River Valley Field Office awarded a purchase order to Stell Environmental Enterprises Inc., a woman-owned small business and 8(a) program participant, for $65,532.34 on September 25, 2026, under a Total Small Business set-aside. Performance will occur in Silt, Colorado, from May 1, 2027, through January 30, 2028. The order requires completion of an intensive Class III cultural resource inventory across 1,256 acres of public land in western Colorado for fuels reduction and habitat improvement projects. Deliverables include file search and historic context development, site inventory with 20-meter spacing intervals using OAHP forms and National Register evaluations, draft and final reports with GIS data conforming to BLM standards, photographs, and spatial datasets. Payment is structured 50 percent upon completion of initial inventory tasks and 50 percent upon final report approval. Work must be performed by or under direct supervision of an individual holding a Colorado BLM cultural resource use permit.
