The Bureau of Land Management's Colorado White River Field Office awarded a purchase order to Stell Environmental Enterprises Inc., a women-owned small business and SBA 8(a) certified firm, for $52,351.11 on August 10, 2026 under a total small business set-aside to conduct a Class III cultural resource inventory of 1,319 acres within the Lee Fire fencing rehabilitation project area.
Work is performed in Meeker, Colorado, spanning 167 miles of fence alignments damaged by the 2025 Lee Fire across the Piceance Basin between State Highway 13 and Rio Blanco County Road 5, at elevations ranging from 6,400 to 8,000 feet. The contractor must execute 100% pedestrian archaeological survey at 15–20 meter transect intervals, identify and record all cultural resources greater than 50 years old, and revisit 16 previously documented sites. The Principal Investigator and Field Directors must hold valid Colorado Permits for Archaeological Investigation; the contractor must obtain a Colorado Office of Archaeology and Historic Preservation consulting permit prior to fieldwork. All work complies with Secretary of Interior Standards, BLM Colorado Handbook (revised 2026), and OAHP Guidelines.
Period of performance runs August 24, 2026 through April 30, 2027. Deliverables are priced as three payment items: a digital letter report (35%) due within two weeks of fieldwork completion, a Draft Final Report with site forms (35%) due within 90 calendar days, and a Final Report (30%) due within 180 days.
