Notice of Intent - UNMANNED VEHICLE & SONAR
The Department of the Interior, United States Geological Survey (USGS) Ecosystems Mission Area, Cooperative Research Units, Michigan Cooperative Fish and Wildlife Research Unit issued a sole-source notice of intent to award Blue Robotics an unmanned surface vehicle (USV) equipped with side scan and bathymetric multibeam sonar, with vendor objection deadline of 1:00 PM EDT, July 24, 2026.
USGS has determined under FAR 12.102(a) that no other responsible source can meet the Government's requirements without unacceptable duplication of cost or delay. The acquisition is restricted to Blue Robotics, Inc. (2740 California Street, Torrance, California 90503). Vendors who believe they possess equivalent technical expertise and can provide the same product(s) must contact Contract Specialist Miranda Blankenship at Miranda_blankenship@ios.doi.gov by the July 24 deadline to assert competition.
The USV must feature a catamaran hull design with open-source, fully customizable operating system; deployed dimensions not exceeding 47 x 36.5 x 18 inches; folded transport dimensions not exceeding 47 x 28 x 95 inches; weight not exceeding 32 pounds without payload or batteries; and payload capacity of at least 30 pounds. Integration includes a Cerulean Sonar Omniscan 3D 450 SS (or equivalent) 450-kHz 16-channel side scan sonar, Cerulean Surveyor Multibeam echosounder (or equivalent) 240-kHz 16-channel multibeam system, 1080p USB camera, minimum 18-hour endurance, and wireless range of at least 200 meters with omnidirectional or 800 meters with directional antenna. The Department of the Interior, United States Geological Survey, Ecosystems Mission Area seeks an unmanned surface vehicle with side scan and bathymetric multibeam sonar, with quotations due July 29, 2026 at 1:00 PM Eastern Daylight Time. This is a Total Small Business set-aside competitive RFQ issued under FAR Overhaul Simplified Procedures 12.201-1.
Delivery is to the Michigan Cooperative Fish and Wildlife Research Unit in East Lansing, Michigan within 90 days of purchase order receipt. The USV must feature a catamaran hull design (47 x 36.5 x 18 inches deployed; 47 x 28 x 95 inches folded; 32 lbs. maximum without payload or batteries), minimum 30-pound payload capacity, 18-hour endurance, open-source customizable operating system, and wireless communications of at least 200 meters omnidirectional or 800 meters directional. The sonar package must include a Cerulean Sonar Omniscan 3D 450 SS (or equivalent) 450-kHz 16-channel side scan sonar system and a Cerulean Surveyor Multibeam echosounder (or equivalent) 240 kHz 16-channel multibeam with 80-degree swath and 100-meter depth range. Additional requirements include 1080p USB camera rated to 400 meters depth, at least three serial UART ports, one ethernet port, four USB ports, dual ADCs, ethernet switch, payload brackets, and 14.8v 18 AH lithium batteries or greater.
