Sources Sought Notice - Metrology-grade Chilled Mirror Dew Point Hygrometers
The National Institute of Standards and Technology (NIST) Mass and Force Group is conducting market research via sources sought notice for metrology-grade chilled mirror dew point hygrometers, with responses due by June 5, 2026.
NIST seeks commercial equipment comparable to the RH Systems Dew Point Mirror 973 model to improve uncertainty monitoring in laboratory environmental conditions supporting top-tier mass calibrations and U.S. competitiveness in international metrology. The required benchtop hygrometer must meet extensive technical specifications including dew point range of −60°C to 20°C, relative humidity range of 0.1% to 100%, frost/dew point accuracy of 0.1°C, temperature accuracy of 0.07°C, 3-stage thermoelectric mirror cooling with 80°C depression, external PRT-100 temperature sensor, Active-Matrix color LCD display, RS-232 I/O communication, Swagelok ⅜" gas coupling, sample gas flow rate of 0.2–1.0 L/min with PTFE circuit and 2 bar maximum pressure, air cooling, operation/storage range of −10°C to +40°C, 100–240 VAC at 50/60 Hz, 200-watt power consumption, dimensions of 440 mm × 155 mm × 410 mm, and approximate weight of 12 kg.
Responses must not exceed 25 pages and include company information, SAM.gov registration details, product specifications, manufacturer or authorized reseller status, performance capabilities, customization possibilities, any unmet specifications with justifications, U.S. manufacturing status, NAICS code classification, available services (installation, training, maintenance), standard terms and conditions, pricing, availability on existing federal contracts, customer references, and manufacturing location change plans.
This is market research only with no commitment to issue a solicitation or award a contract.

Pre-Solicitation 1/2 5/28/26, 11:14 AM Metrology-grade Chilled Mirror Dew Point Hygrometers
The National Institute of Standards and Technology seeks quotations for two metrology-grade benchtop chilled mirror dew point hygrometers, with offers due August 11, 2026 at 11:00 AM ET. This is a women-owned small business (WOSB) set-aside under simplified acquisition procedures for commercial items.
Place of performance is Gaithersburg, Maryland (Building 301, 100 Bureau Drive). The equipment must meet 22 minimum performance requirements including internal relative humidity accuracy of 0.1%, dew point range of -60°C to 20°C, dew point accuracy of ±0.1°C, temperature accuracy of ±0.07°C, 3-stage thermoelectric mirror cooling with 80°C depression, Active-Matrix color graphic LCD display, RS-232 I/O communication, air cooling, and dimensions of 440mm × 155mm × 410mm weighing 11–13 kg. All items must be new in original manufacturer packaging. NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing); PSC is 6640 (Laboratory Equipment and Supplies).
Delivery is FOB Destination within 6–20 weeks of award. Payment is Net 30 days at 100% upon receipt and acceptance. Inspection occurs within thirty business days at Building 202, Gaithersburg, with the Government reserving the right to perform performance tests using NIST-calibrated sensors. Quotations must include firm fixed pricing valid for 90 days and include four volumes: technical quotation with compliance citation to each minimum requirement, demonstrated experience covering up to three relevant projects from the past five years, separate price quotation, and terms and conditions acceptance. Pre-quote inquiries are due within 5 calendar days of solicitation issuance. Offerors must maintain active SAM.gov registration through award and final payment. Evaluation prioritizes technical capability and demonstrated experience (higher scores for three or more materially similar systems) over price.
