The National Institute of Standards and Technology intends to solicit one calorimetric power sensor check standard, with responses to this sources sought due by July 23, 2026. NIST is conducting market research to identify qualified vendors and determine whether at least two small businesses can meet the requirement; if so, the acquisition will be set-aside for small business. All business sizes and categories—including SB, SDB, WOSB, HUBZone, SDVOSB, and VOSB—are invited to respond.
The power meter must measure rectangular waveguide bands from at least 75 GHz to 1.1 THz with typical relative measurement accuracy of 5% across all supported bands and measure power ranges from 1 W to 200 mW. The instrument requires calibration factor switching, internal calibration using known DC power, USB control capability, temperature drift compensation to less than 2°C, and operation within 10°C to 30°C ambient range. The procurement also includes two waveguide tapers each from WR-10 to WR-6.5 (110–170 GHz, approximately 0.16 dB loss), WR-10 to WR-4.3 (170–260 GHz, approximately 0.28 dB loss), and WR-10 to WR-3.4 (220–330 GHz, approximately 0.32 dB loss). Only new equipment qualifies. Delivery is due no later than 12 weeks after award to NIST-Boulder, Colorado, with on-site inspection and acceptance within 7 business days. Quotations must be firm-fixed-price, submitted electronically in three separate volumes addressing technical capability, price with all shipping included, and terms acceptance. All quoters must maintain active SAM.gov registration and possess an active Export Control Classification Number (ECCN) at time of award. Award goes to the lowest priced, technically acceptable quotation from a responsible quoter. Questions are due August 13, 2026. Amendment 01 extended the RFQ close date from August 18 to August 19.
