SOURCES SOUGHT: Dimensional Metrology Service
The National Institute of Standards and Technology is conducting a sources sought to identify vendors capable of providing dimensional metrology services, with responses due July 23, 2026. NIST will evaluate the market research results to determine whether the requirement qualifies for a small business set-aside; if at least two qualified small businesses are identified, the acquisition will be issued as a small business set-aside, but NIST is currently soliciting responses from all responsible sources across all small business categories (SB, SDB, WOSB, HUBZone, SDVOSB, and VOSB).
The work involves measuring 40 components—12 outer conductor tubes, 12 inner conductor tubes, and 16 supplemental center conductor artifacts—from NIST's 0.5 mm offset short calibration kit to generate dimensional measurements and CAD models for electromagnetic modeling of broadband electrical calibration artifacts up to 250 GHz. Required measurement uncertainties are less than 10 micrometers for diameter and length and less than 3 micrometers for connectors, with documented traceability to NIST dimensional calibration services. All measurements and CAD models must integrate dimensional uncertainty estimates compatible with commercial finite element software.
Performance occurs at the contractor's facility during regular business hours (Monday–Friday, 8:00 am to 5:00 pm local time) with a one-year base period. Two deliverables—dimensional measurements with CAD files and methodology and uncertainty documentation—are due 60 days after order release. NIST will conduct acceptance testing within 30 days of receipt, including verification that CAD files import successfully into its finite element software and evaluation of the contractor's uncertainty and traceability approach. NIST furnishes the calibration kit components and incidental property including office space, desk, chair, telephone, and printer/copy/fax machine.
The requirement is coded NAICS 811210 (Electronic and Precision Equipment Repair and Maintenance) with a small business size standard of $34 million, and PSC J066 (Maint/Repair/Rebuild Of Equipment—Instruments And Laboratory Equipment). This sources sought does not constitute a Request for Quotation and does not commit the Government to award a contract.

Pre-Solicitation 1/2 7/13/26, 10:46 PM Dimensional Metrology Service
The National Institute of Standards and Technology seeks dimensional metrology services for a 0.5 mm offset short calibration kit and accompanying Computer-Aided Design model development, with quotations due August 17 and questions due August 13. This is an unrestricted RFQ under FAR Part 12 for commercial services, firm-fixed-price, with NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) and small business size standard of $34 million.
Work is performed at the contractor's facility in regular business hours (Monday–Friday, 8:00 a.m. to 5:00 p.m. local time), with acceptance at NIST's Boulder, Colorado facility at 325 Broadway, Boulder, CO 80305. The contractor shall measure 40 components (12 outer conductor tubes, 12 inner conductor tubes, and 16 supplemental center conductor artifacts), documenting lengths, inner and outer diameters, and connector pin and collet dimensions with traceability to NIST calibration services. Measurement uncertainty specifications require performance within 10 micrometers for diameter and length and 3 micrometers for connector dimensions. Task 2 requires integrating measurements into Computer-Aided Design models compatible with Ansys HFSS finite-element software, including dimensional uncertainty estimates. Deliverables are due 60 days after award in step file format with supporting technical documentation in DOCX format.
The solicitation carries a critical funding caveat: no award will be made until funds are available, and the Government reserves the right to cancel at any time with no obligation to reimburse offerors for costs. Quotations must be organized into three volumes (Technical, Price, and Terms and Conditions). Award goes to the responsible quoter offering the lowest priced, technically acceptable quotation. Quotations must be submitted electronically to Contracting Officer Clifford Nicholson at clifford.nicholson@nist.gov. All quoters must maintain active SAM.gov registration at submission and through contract completion.
