X-ray Diffractometer
The National Institute of Standards and Technology (NIST) is conducting market research through a sources-sought notice to identify potential suppliers of an X-ray diffractometer, with responses due August 7, 2026. This is a pre-solicitation market research activity only; no solicitation documents currently exist, and NIST has not yet determined its acquisition strategy. The relevant NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing), with a small business size standard of 1,000 employees, and the notice welcomes responses from all responsible sources, including both large and small businesses.
The X-ray diffractometer will support NIST's Chemical Sciences Division as a testbed component for characterizing heterogeneous catalysts using emerging X-ray methods, as part of a competitively selected NIST Innovations in Measurement Science (IMS) project. IMS projects target high-impact scientific, engineering, and technological challenges with potential to benefit NIST stakeholders, industry, commercial laboratories, other federal agencies, and academia. Respondents should mark any proprietary or restricted information; unmarked submissions will be treated as government property with unlimited use rights. Submission is voluntary and carries no obligation or payment from NIST.

Pre-Solicitation 1/2 7/24/26, 12:03 PM X-ray Diffractometer
The National Institute of Standards and Technology seeks quotations for one new X-ray diffractometer system, with quotations due September 3, 2026 at 9:00 AM EST and questions due August 17 at 9:00 AM EST. The procurement is unrestricted and eligible for Women-Owned Small Business participation. Amendment 2 provides government responses to vendor inquiries regarding cooling configuration and X-ray reflectivity absorber alternatives; NIST permits alternative approaches provided vendors submit supporting documentation and all proposals will be evaluated against stated specifications and requirements.
Place of performance is Gaithersburg, Maryland (Building 221, Room B153). The X-ray diffractometer must be a new, non-refurbished unit currently sold and supported by its manufacturer, capable of powder analysis in reflection or transmission mode, grazing incidence, and X-ray reflectivity measurements. Specific technical requirements include a 600W minimum X-ray tube source with copper anode and 40 kV accelerating potential, variable divergence slits, a detector with better than 400 eV energy resolution at room temperature, and 1D detector with 75-micron spatial resolution. The system must include a radiation safety enclosure, desktop PC with Windows 11, analysis software compatible with standard diffraction databases, and peripherals. Delivery must occur FOB Destination within 26 weeks of award; contractor must complete installation within 30 calendar days of delivery, provide one year of warranty covering all parts and labor, and deliver training within 30 calendar days of installation. NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; PSC is 6640, Laboratory Equipment and Supplies. Evaluation criteria are Technical Capability, Past Performance (up to five relevant examples from the last three years), and Price. Award will be a single firm fixed-price purchase order without discussions based on initial quotations. Quoters must maintain active SAM.gov registration at submission and through contract award and final payment. The Contracting Officer is Sadaf Afkhami at Sadaf.Afkhami@nist.gov or (301) 975-3976.
