Thyboron Trawl Doors
The Ecosystem Survey Branch (ESB) of the Northeast Fisheries Science Center (NEFSC), Woods Hole, MA requires a Thyboron Type 21 "flipper" door, quantity: 1 set. The NEFSC bottom trawl survey provides critical data utilized in stock assessments and fishery management decisions for more than 45 commercial species of the Northwest Atlantic Ocean. The materials and construction methods used in the NEFSC survey bottom trawl gear are standardized in order to minimize variability in indices of fish abundance calculated from data collected by the survey gear. The survey trawl doors are a critical component of the survey gear, which are essential to ensure consistent performance and area swept by the survey gear to maintain comparability between survey tows and survey years. The NEFSC, in collaboration with the Northeast Trawl Advisory Panel (NTAP), plan to improve the consistency of the NEFSC survey trawl performance over the full depth range of the NEFSC bottom trawl survey. To achieve this requires trawl doors capable of being adjusted to minimize and maximize spreading force. The Thyboron Type 21 "flipper" door has adjustable louvers that can be opened or closed to achieve the desired spreading force over the full depth range of the NEFSC bottom trawl survey. This is a brand name only requirement. The North American Industry Classification System (NAICS) code for the acquisition is 333999. The solicitation and proposed fixed-price contract will be issued utilizing FAR Part 12 and FAR Part 13. The Award will be made to the quoter whose quote meets all Statement of Work and solicitation requirements and is determined to be the lowest price technically acceptable. Solicitation documents will be made available for download on or about August 12, 2018 at http://www.fbo.gov/. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFQ, Statement of Work, and all subsequent amendments. To be eligible for award, quoters must be registered in the System for Award Management (SAM) database at www.sam.gov; quoters must also obtain a Data Universal Numbering System (DUNS) number and provide it with the quote. Quotes shall be submitted no later than August 20, 2018, 1:00 PM EST.
