Notice of Sole Source Award Contract Number: 1305M221PNCNM0073 Award Description: Floating Dock/Gangway Repair NAICS: 238110, Poured Concrete Foundation and Structure Contractors Solicitation: N/A Sole Source Authority: FAR 6.302-2, Unusual and Compelling Urgency Award Date: March 12, 2021 Award Amount: $64,560.00 Period of Performance: March 12, 2021 through April 20, 2021 Synopsis: The NOAA/Eastern Acquisition Division (EAD) awarded a sole-source contract in the amount of $64,560.00 to Maris Inc. for the repair of a floating dock/gangway at the National Ocean Service (NOS), Office of National Marine Sanctuaries (ONMS), Monterey, CA, in accordance with FAR 6.302-2, when the agency’s need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for this action. This notice is not a solicitation for competitive quotes, nor will a solicitation be issued in regards to this announcement. Points of Contact for information regarding this notice are: Natasha Thieman, Contract Specialist, Natasha.Thieman@noaa.gov Kelly Parr, Contracting Officer, Kelly.Parr@noaa.gov Sole Source Justification: This requirement is for the repair of the guidepost attachment system for a 110’ by 12’ NOAA owned floating dock connected to fixed pier in a secured facility managed by the US Coast Guard in Monterey, CA. NOAA has a lease/permit for this arrangement, however NOAA is responsible for all upkeep, maintenance and connections to the pier for the NOAA owned floating dock. The overall pier facility is commonly known as the “Monterey Breakwater or Coast Guard Pier”. NOAA ONMS has two research vessels parked and home ported on this floating dock, the 67’ R/V Fulmar and the 41’ R4106. There are no other permanent berths in the Monterey Harbor due to a very long waiting list. In addition, there are no temporary berths behind a secure facility which is required by the Government when the vessel is unmanned. As a result of recent strong storm systems with high winds occurring in conjunction with extreme ‘king’ tides (an annual winter event), NOAA personnel have discovered that three of the five attachment guide post rings on the NOAA owned floating dock have completely failed and sunk beneath the water line, while the other two are still intact they have received some damage and need refurbishment. In addition, the gangway from the fixed pier to the NOAA floating dock has become severely damaged due to the extreme dock movement (from the failed guidepost rings) making it dangerous for personnel to access the boats attached to the floating dock. Further, there has been some loss/flooding of floatation cells causing the dock to list. NOAA personnel have temporarily secured dock lines around the guideposts in an attempt to keep the floating dock from completely parting from the permanent pier which would become at best hazard to navigation and block vessels from reaching the municipal fuel dock at worst if the floating dock breaks free it may cause damage to NOAA boats and other boats in the marina.
