NEXRAD Radar Power Amplifier Test Fixtures
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Performance Controls, Inc. to provide two (2) test fixture for evaluating the operational condition of the NEXRAD Power Amplifier at the National Reconditioning Center (NRC) in Grandview, MO. Justification for Sole Source Each NEXRAD radar has two (2) power amplifiers, part number DCD6000, which are used to drive the NEXRAD antenna in azimuth and elevation direction. Failure of any one of the amplifiers will prevent the proper orientation of the radar and eliminate the radar's ability to detect severe weather, thus preventing timely warning of the public. The NEXRAD radars support the mission of life and property protection by providing input for weather alerts and warnings. NRC requires two (2) test fixtures, part number 4110200, for evaluating the operational condition of these amplifiers. The test fixtures will improve NRC's repair and troubleshooting capabilities, decrease repair times, and ensure the high quality of power amplifiers are placed in stock. Performance Controls, Inc. is the original and sole manufacturer of the power amplifiers and the compatible test fixtures. The test fixture has been designed specifically for National Weather Service (NWS) to enable NWS to test the performance of the amplifiers and sure their continued operation. The government knows of no other company licensed to manufacture or distribute the test fixtures required. Special Notice This special notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the supplies may submit substantiating documentation in writing within five (5) calendar days of this notice. Responses can be sent via e-mail to elliott.waxman@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. If no documentation is received, award will be made directly to Performance Control, Inc. DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM). No award can be made to a company not registered in SAM. For additional information and to register in SAM, please access the following web site: www.sam.gov.
