THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1305M219QNCNA0256 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect tough Federal Acquisition Circular 2019-02. The National Oceanic Atmospheric Administration (NOAA), National Ocean Service, Florida Keys National Marine Sanctuary (FKNMS), has a requirement for specialty tools (hydraulic power unit and hydraulic load locker) in accordance with the attached specifications. Delivery shall be FOB Destination within 30 days of receipt of the order. The Government will award a Firm Fixed Price Contract based on the lowest price technically acceptable (LPTA) offer. This RFQ is being issued as a Total Small Business Set-Aside. The associated NAICS code is 333517, Machine Tool Manufacturing with a small business size standard of 500 employees. Please see Statement of Work/Requirement/Schedule for details. Additionally, each offeror must provide the following information with the quote: 1. The Request for Quote (RFQ) number; 2. The Name, Address, Telephone Number, and DUNS Number of the Offeror; 3. Address the ability of meeting the requirements per the Statement of Work/Schedule/Requirement. 4. Provide a technical description of the product being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary. 5. Terms of any express warranty. 6. Price and any discount terms 7. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; 8. A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically); FAR 52.212-3 starts on page 13 of this solicitation. 9. Acknowledgment of Solicitation Amendments (SF-30), if any. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 2:00 P.M. Eastern on August 7, 2019; any award resulting from this RFQ will be made based on the lowest price technically acceptable officer. Quotes must be submitted to the Contract Specialist, Lynne Phipps, at lynne.phipps@noaa.gov All questions must be submitted in writing to lynne.phipps@noaa.gov by 2:00 P.M. Eastern on July 31, 2019. Telephonic requests will not be honored. All interested parties wishing to submit a quote must be registered in the SAM database prior to submission of an offer to be considered for award.
