Description
The purpose of this task is to transition the net zero (NZ) concepts, responsibility, methods, and implementation activities currently directed by the army secretariat office of the assistant secretary of the army for installations, energy and environment (oasa[IE & E]) to the appropriate army commands (ACOMS)/direct reporting units (DRUS) and installations. This will be accomplished by using established army channels to successfully embed an integrated approach of sustainability and resource security at all installation design, planning, service, and investment decisions. The activities in this task will include: 1) coordinating and conducting two (2) NZ progress review meetings to gather stakeholders to monitor progress towards NZ goals; 2) leveraging the NZ progress review meetings to prepare briefings, reports, and papers to embed practices in standard operating procedures (SOPS) at the appropriate ACOMS/DRUS; 3) conducting a GAP analysis to determine the appropriate insertion points for NZ into the existing army policies and guidance; 4) utilizing the GAP analysis results to develop army NZ metrics; 5) employing the army NZ metrics to clearly define NZ as an organizational model and to project NZ as an established institutionalized process in order to integrate NZ into the army installation framework; 6) facilitating the army organizational change process resulting from the organizational model and integrating the NZ concepts army-wide; and 7) conducting detailed analyses, strategic communications, and the consolidation of energy and sustainability-related information of high-priority tasks within the office of the deputy assistant secretary of the army (energy & sustainability) (odasa[E & S]) and across related organizations.
