Description

Net zero operational energy demo- the purpose of this task is to apply the net zero installation initiative approach developed by oasa(I, E & E), under ndcee contract W91ZLK-10-D-0005, task 755 and other related non-ndcee efforts, to one (1) CB pilot site in either centcom or southcom. This will be accomplished by: 1) characterizing the water and energy use and waste streams at the CB; 2) developing baselines of water and energy usage and waste streams and presenting them in a water balance study, energy audit, and material flow analysis report; 3) prioritizing the best potential projects and activities for the select CB with time, resource and logistics constraints and presenting them in a net zero action plan; 4) developing a demonstration and validation plan for at least one (1) but no more than three technologies or net zero management approaches identified in the net zero action plan that will be implemented at the pilot CB; 5) developing a final summary report that includes a plan for scale-up and recommendations for technology transition; 6) configuring a software sustainability tool, first focused on energy, to prioritize project categories that achieve net zero goals/missions within budget, scheduling and other relevant constraints; 7) demonstrating and validating the software sustainability tool by assessing historical energy data gathered from six (6) CONUS installations. The results will be provided in the software tool demonstration report the results of these analyses will be delivered in a metric development summary briefing
