Description
Emission factor data analysis - the purpose of this overall task is to determine the resulting emissions factors when the U.S. EPA proposed guidance, recommended procedures for development of emissions factors and use of the webfire emissions factor database, is applied to OB and OD emissions factors data. This would include emissions factors for static fire of rocket motors. This task will leverage the spreadsheet tool developed under ndcee contract W74V8H-04-D-0005, task 561-A3 to allow DOD to accurately and consistently prepare air emission test plans, test reports, and related material of the highest quality possible. The EPA webfire checklist will help improve the data quality rating of DOD OB/OD air emission factors. IT ensures that EPA procedures and requirements are considered, and thus provide more representative data for use by DOD. The data generated will support acceptance and use of such emission factor data for reporting and permitting. This task will perform a comprehensive analysis of all available OB/OD emission factors that will help identify errors and reports/references that are used in determination of an overall emission factor. Such analysis will identify individual data points, appropriate sources, and data quality rankings of each data point to allow DOD to understand and evaluate the benefits and impacts of EPA S emission factor procedures and systems. This will aid in deciding on the best path forward for publishing the DOD OB/OD emission factors. The analysis will also allow DOD to evaluate and decide on the best options for combining, presenting, and publishing the OB/OD emission factors. This ability will allow DOD to effectively develop representative emission factors of the highest quality, make the best decision for ultimate submittal of these emission factors, and better understand what data gaps, if any, remain. This task conforms to the ndcee basic contract W91ZLK-10-D-0005 section C.2.2, the ndcee develops, test and facilitates the fielding of technology solutions in the technology needs areas: management and treatment of hazardous air pollutants; location, removal and demilitarization of unexploded ordinance; and management of resource conservation and recovery act- type wastes. This task will evaluate and analyze static fire emission factors that will provide DOD with a comprehensive set of data usable for static fire demil processes. This provides accurate and representative emission factors for static fire as opposed to using data from other demil processes or modeling calculations. Having this data set will allow static fire operations to consistently and accurately report air emissions and obtain permits.
