Added: Apr 21, 2017 1:47 pm This notice is to communicate that the forthcoming W91C9G-17-R-0001 Amendment 1, previously identified to address all received questions and clarifications has been delayed until the end of next week. The Proposal submission end date is anticipated to be extended by 10 days which will be addressed in Amendment 1. This delay was unrelated to the acquisition. All answers and clarifications are going tough our standard review process prior to being executed onto Federal Business Opportunity (FBO). Additionally, this Solicitation Amendment Notice update, does provide the Preproposal Conference slides and Rooster that was identified to be shared from the April 4, 2017 Preproposal Conference held in Suffolk, VA. This notice should not be construed as a commitment by the Government. The competitive action to follow will be awarded under FULL and OPEN COMPETITION; therefore all capable firms may submit capability packages to this notice but it is not required. Added: Mar 06, 2017 11:00 am The JT&E Program requires technical and engineering analysis across the range of test activities to include the preparation of technical reports, test design and planning, field test activities, data collection, data processing and analysis, hardware and software configuration and documentation, programming, analysis of system performance and related data, modeling and simulation, training, instrumentation and facilities, integrated logistic functions, resource and program control. The majority of the JT work shall be performed in the tee Joint Test Units located at Nellis Air Force Base, Nevada, Aberdeen Proving Ground, Maryland and Suffolk, Virginia. QRT and T&E task work may be conducted at any site both CONUS and OCONUS as identified by the Government in the specific task orders.Although the current contract is unclassified, the project problem statements are classified; therefore, prime contractors are required to attend classified briefings prior to proposing on all task orders. Currently these classified briefings are conducted at least five (5) times annually, either at the JTU in Suffolk, VA or at the Pentagon in Washington, DC.The engineering services needed for this acquisition do not require performance by a licensed engineer, and are not appropriate for procurement using Brooks Act A-E procedures.This solicitation is being issued on an unrestricted basis, with a target award of 4 to 8 performance-based Indefinite Delivery/Indefinite Quantity (ID/IQ) Multiple Award Task Order Contracts (MATOCs) with a ceiling capacity of $900,000,000.00 and a tee year base period, a tee year option period and a four year option period (potential 10 year total ordering period). In accordance with FAR 19.502-4(c), the Contracting Officer reserves the right to set-aside O&M funded T&E task orders for small business, when the rule of two applies.Award will be made to the Offeror(s) submitting the proposal(s) determined to be the most beneficial to the Government, in accordance with Federal Acquisition Regulation (FAR) Part 15.Offerors must currently possess a Top Secret facility clearance (FCL) in order to be eligible for award.Subcontractors may only actively work with one MATOC prime contractor at a time.A Preproposal Conference is scheduled for April 4, 2017 to be held at the JPO facility at 7025 Harbour View Blvd., Suite 105, in Suffolk, VA 23435. Up to 3 participants per vendor may attend. Added: Feb 17, 2017 12:25 pm This is a PRESOLICITATION Notice of a non-commercial engineering services.The Joint Test and Evaluation (JT&E) Program develops potential non-materiel options for increasing military effectiveness, and employs operational test and evaluation (T&E) techniques for analyzing and validating proposed joint military solutions. The JT&E Program brings two or more Services together to provide improvements in the joint interoperability of Service systems, technical and operational concepts, and system performance; in validated testing methodologies; and in the validation of models, simulations, and test beds. The JT&E Program finds ways for war fighters to accomplish their missions better with today's equipment, organizations, and doctrine. The JT&E Program achieves this objective by evaluating new concepts and addressing needs and issues in joint military environments. The objective of this contract is to provide the functional support in the areas of technical, administrative, support service management, financial analysis, and IT support for Joint Test and Evaluation Program Office (JPO).This solicitation will be for Multiple Award Task Order Contracts (MATOCs) and the award of the MATOCs will be competed on a full and open competition basis, in order to provide the JT&E Program with the necessary engineering services to develop potential non-materiel solutions for increasing military effectiveness, and employing operational test and evaluation (T&E) techniques for analyzing and validating proposed joint military solutions.
