About this award
This is a $1,528,885.59 cost-plus-fixed-fee delivery order contract awarded to Cabrera Services Inc., a minority-owned, Hispanic American-owned environmental services company, for work related to the Wayne Interim Storage Site (WISS) in Wayne, New Jersey. The contract was issued by the U.S. Army Corps of Engineers under the Department of Defense's Other Environmental Programs, which supports environmental compliance, remediation, and natural resource management across military facilities.
The work under this contract involves characterizing and remediating potential subsurface contamination along a section of roadway adjacent to the former WISS property, including the replacement of a storm drainage pipe. This contract is part of the overall CERCLA closure process for the WISS site. It has a period of performance through August 2014 and was set aside for small businesses.
Description
He wayne interim storage site is currently under consideration for delisting according to the comprehensive environmental response, compensation, and liability act closure process. The closure of the wiss is detailed in the may 2004 final post remedial action report. As a result of evaluations and remediations of the wiss and its surrounding vicinity properties, IT became necessary to examine the current status of a section of black OAK ridge road and pompton plains crossroad that is adjacent to the wiss and to a wiss vicinity property. In august 2004, work began to characterize this roadway and the results showed areas of subsurface contamination that did still exist along certain roadway and utility features. Soils immediately surrounding a length of storm drainage pipe were not accessible, however, and still require characterization. The necessary remediation work is not fully defined at this time. A contractor is requested to be brought on board to plan the work with USACE and passaic county. The contractor shall furnish all equipment, labor, and supervision needed to accomplish the work as described in this SOW. The contractor shall be responsible for completing the work in accordance with applicable federal, state, and local regulations, and standard industry practices. Currently the work is assumed to begin at the southern most boundary of the former wiss property and extend approximately 300 feet to the northern boundary of the property. These locations roughly correlate to a manhole on the southern boundary and a drainage grate located immediately south of the driveway belonging to the property s northern neighbor. The project initiation meeting included in task 1 will be held by phone conference and should include all appropriate contractor personnel. The purpose of the call will be to discuss technical aspects of the 2 anticipated scenarios and better define the future work. Project plans requested for task 2 will be written initially to cover the characterization efforts in task 3.work plans will be amended to account for pipe replacement if necessary and this cost should be included in task 4.task 3 includes characterization and spot removal of contaminated soils along the storm sewer pipe under the roadway. This characterization is to be conducted without closing black OAK ridge road. Closing the east traffic lane that is closest to wiss will be considered. Any traffic lane impact will be temporary. Costs associated with single lane closure due to characterization will be the responsibility of the contractor. Test pits should be used where possible for characterization processes, but at a minimum should be conducted in areas of previously identified contamination. Contaminated materials removed as part of test PIT activities will be staged on the wiss property. Task 3 costs should also include packaging and transportation of contaminated materials to US ecology of idaho. Contractor shall assume no costs for disposal. Task 4 under this basis will be for the removal and replacement of the entire length of the pipe that is adjacent to the former wiss property. Included in this task are the remediation, packaging, and transportation of contaminated soils for disposal at US ecology of idaho. Contractor shall assume no costs for disposal. For basis purposes, assume the entire length of the pipe and 3 associated inlet boxes will have to be replaced. The possibility of only removing select sections of pipe exists; however, this assumption will provide the most conservative scenario. Contractor shall assume no additional costs for road closure due to remediation. This effort is assumed to be provided by the county. Project plans will be written initially to cover characterization and removal of the entire length of pipe. These plans will be amended if necessary to account for partial removal of the pipe.
