The total annual capacity for each contract is $24.5 million with a maximum of $2,000,000 per task order. This solicitation will be issued in electronic format only and will be available on or about July 15, 2020.
The proposal due date will be specified in the solicitation when it is issued. No additional media (CD-ROM, floppy disks, faxes, etc) will be provided. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored.

The U.S. Army Corps of Engineers, Wilmington District (SAW), plans to solicit offers to award a competitive Small Business, Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Task Order Contracts (SATOC) with a total capacity of $210M. This SATOC will be awarded to up to six (6) Small Business Contractors each valued at not greater than $35M. This SATOC will enable the Wilmington District to meet requirements for General Construction and Design-Build Construction Services. This SATOC will primarily meet Military Construction, Sustainment, Restoration, and Modernization (SRM) mission requirements of the Wilmington District. The U.S. Army Corps of Engineers, Wilmington District (SAW), is conducting research to determine the market capabilities of potential contractors to perform studies, investigations, design, repairs and new construction in support of the US Army Special Operations Command (SOCOM) and its subordinate units, the Joint Special Operations Command (JSOC), the United States Army Special Operations Command (USASOC), and the Special Operations Task Force (SOTF) units located at Fort Bragg, North Carolina, as well as for the Military Ocean Terminal Sunny Point (MOTSU) near Southport, North Carolina. All of the work planned for this acquisition will be within the District’s North Carolina Area of Responsibility (AOR). SAW customers require Construction services for Fort Bragg and MOTSU facilities maintenance program to ensure facilities meet established DoD facilities standards. The support to be provided for these facilities is generally Sustainment, Restoration and Modernization (SRM) funded work. The purpose of this acquisition is to establish highly responsive Construction services for Fort Bragg and MOTSU facilities maintenance program to ensure facilities meet established DoD facilities standards. The Wilmington District plans to procure these services using the two-phase design-build selection process with competition limited to Small Businesses. Project sizes will range from $150,000 to $4 million. The contract is intended for use beginning in Fiscal Year 2020 (FY20). At this time, the Wilmington District expects that $210M in estimated work will be awarded under these contracts from FY’s 20-25. The specific tasks to be performed under the proposed consolidated procurement include new construction, minor rehabilitation, maintenance or repair of situations relating, but not limited to, site work, earth work, infrastructure, mechanical systems, utility systems, structural, electrical, and HVAC of Government facilities located Fort Bragg and MOTSU.
All interested firms with 236220 as an approved NAICs code have until 7 February 2020 at 2:00 p.m. to submit the following information:

- Business Size, to include designation as HUBZone, 8(a), Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Business, and Large Business. Any supporting documentation that confirms your socio-economic status should be provided, e.g., letter of certification from VA confirming SDVOSB status. The Government must be able to verify SBA certification of HubZone and 8(a) via SAM.
- Bonding capability - both single and aggregate capacity contracts or for multiple task orders, as evidenced by submission of Surety Company Letter stating your firms bonding capability.
- Evidence of past experience to include renovation or construction of similar requirements not more than six (6) years old in the area of Building Construction between $150,000 and $4 million.
All project examples submitted must be as the prime contractor, Joint Venture or Mentor Protégé. Include the project name and description of the key/salient features of the project (i.e., square footage, multi-story, phased renovation, etc.), completion date, total contract construction value, whether it was Design-Build, Construction only, Renovation or Rehabilitation, etc. Additionally, if you were teaming with another firm, clearly identify your role on the project(s) submitted. Please provide at least one point of contact (with e-mail address and phone number) for project validation. The Government will not give credit to projects if the lack of information hinders the ability to determine relevancy and/or level or experience.
The Government may not give credit to your socio-economic class if there is not sufficient documentation to support it or if the Government cannot verify through other means that your business is as such.
