PROVIDE ALL COSTS, MATERIAL, LABOR, EQUIPMENT, DESIGN SERVICES AND TRANSPORTATION: DESIGN AND CONSTRUCT THE UPGRADES IDENTIFIED BELOW FOR THE ARMY AMMUNITION DISTRIBUTION POST MILITARY OCEAN TERMINAL CONCORD (MOTCO), CONCORD CALIFORNIA IN ACCORDANCE WITH THE CRITERIA CONTAINED HEREIN AND USING INDUSTRY STANDARD MATERIALS AND EFFICIENT PRACTICES. THE OBJECTIVE OF THIS CONTRACT IS TO DESIGN AND CONSTRUCT THE REQUIRED BARGE PIER RENOVATIONS AS DESCRIBED IN THE ROUTINE INSPECTION REPORT DATED FEBRUARY 2012 TO MEET THE OPERATIONAL REQUIREMENTS OF THE ARMY.
