This acquisition is being offered as an unrestricted pool. The proposed IDIQ contract consists of one (1) base year and four (4) option years. The MATOC contract will be solicited and procured using Best Value Trade-Off methodology in accordance with Federal Acquisition Regulation (FAR) 15.00. The government anticipates awarding a target of six (6) eligible offerors (3 Large Business & 3 Small Business) to compete in the MATOC. However, the Government reserves the right to select more, less, or none at all. The pool of contractors which successfully receives an award will share the total contract capacity. Task orders issued under this MATOC will be firm-fixed price. Task orders awarded under this IDIQ contract may include options. Description of work: Task Orders issued under this contract will be for commercial demolition related services for the FRP Northeast Region. General work activities performed under this contract shall be for the planning, coordination, and execution of building and facility removal/demolition. Major aspects of the field work include, but are not limited to, facility abatement and hazardous material removal, demolition, debris management and disposition, and site restoration and cleanup. The Contractor shall provide a full range of professional services in a proficient, productive, and knowledgeable manner to efficiently and effectively accomplish all contract work. The magnitude of this procurement is greater than $48,000,000. This solicitation will be issued in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. Offerors must register in the System for Award Management (SAM) at www.sam.gov prior to submission of proposals. The U.S. Army Engineering and Support Center in Huntsville, Alabama (CEHNC) intends to solicit and award multiple indefinite delivery indefinite quantity (IDIQ) contracts to provide commercial demolition related services. Work requirements will be defined in specific Task Order Performance Work Statements (PWS) under a basic contract PWS. Services will include, the planning, coordination, and execution of building and facility removal/demolition. Major aspects of the field work include, but are not limited to, facility abatement and hazardous material removal, demolition, debris management and disposition, and site restoration and cleanup. The program is estimated at $48,000,000. The Government is performing market research in order to determine sources available that possess the capability to execute the kind of work identified above prior to issuing a request for proposal (RFP). It is the Government's objective to provide maximum practicable opportunities under this anticipated acquisition to small business concerns. This source sought notice IS NOT A REQUEST FOR PROPOSAL (RFP) nor does its issuance restrict the Governments ultimate acquisition approach.
