Added: May 03, 2010 6:25 pm The U.S. Army Engineering and Support Center, Huntsville is soliciting proposals on a small business set-aside basis for Electronic Security Systems and other Automated Control Systems services under solicitation W912DY-10-R-0022. In order to accomplish this mission, the ESS Program proposes to award multiple Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts. This is NOT a Request for Proposal (RFP). It is anticipated that a RFP will be issued after approximately 15 days of the release of this announcement.Offerors must be able to provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to procure and install Electronic Security Systems (ESS) and physical security and/or force protection measures, and other Automated Control Systems, to include but not limited to: Utility Monitoring and Control Systems (UMCS); Heating Ventilating and Air Conditioning (HVAC); Supervisory Control and Data Acquisition (SCADA) systems; fire alarm and life safety systems, chemical / biological / radiological containment detection / filtration / response, utilities metering, mass notification systems (MNS) and other related electronic systems. The North American Industry Classification System (NAICS) code for these services is 541512, Computer Systems Design Services. This acquisition may require the handling and generation of classified information. This support may call for extensive domestic and foreign travel. Personnel shall be able to obtain necessary security clearances and visas/passports.It is the intention of the U.S. Army Engineering and Support Center, Huntsville (CEHNC) to award up to five (5) performance based Indefinite Delivery/Indefinite Quantity (IDIQ) type contract(s) in the Small Business Restricted Suite, pursuant to FAR 16.504. Under each contract, task orders may be awarded as firm fixed-price (FFP), time-and-materials (T&M) or some combination of the two. It is anticipated that approximately 90 percent of the task order efforts will be FFP. Contracts will be for a base ordering period of tee years with one 2-year option period. The estimated maximum contract amount for the Small Business Restricted Suite is $250,000,000.00 over a period of five years (if the option is exercised). This acquisition is set-aside for small businesses under the authority of the FAR Part 19.
