Description
IT is cstc s goal to integrate environmental accountability into day-to-day decision-making and long-term planning processes across missions, activities, and function in accordance with executive order (EO) 13423, strengthening federal environmental, energy, and transportation management. The environmental component of EO 13423 is based on the international organization for standardization (ISO) 14001 standard requirements for EMS. Achievement of the goal of ISO 14001 EMS implementation is a significant undertaking. IT requires the development of a knowledge base for both management and staff, and a clarification of EMS development and implementation goals. An assessment of existing systems, procedures and practices is required to identify what is already in place that conforms to the standard and can be integrated into the system, and what elements are missing and must be developed. IT is best to create an EMS that is a proactive part of the overall business management system of the organization so IT can provide benefits to the facility beyond compliance with the EO and improved environmental performance. Scope of services by utilizing professionals who are experienced with ISO 14001 EMS development and implementation issues, the contractor will assist cstc in their goal of EMS implementation and compliance to the ISO 14001 EMS standard and in turn with EO 13423. The contractor will develop an EMS for fort hunter liggett and update the current EMS at camp parks. Successful implementation of a robust EMS will require significant time and effort by cstc senior management, EMS implementation team, management representative, and other key personnel. The contractor will work closely with cstc personnel to make this project a success
