PLA Survey - Operation & Maintenance, Repair and Construction, IDIQ MATOC in Support of Defense Health Agency (DHA) Program - Oahu Region
This Special Notice was published by the Department of the Army Corps of Engineers Engineering District Mobile to solicit feedback from the construction community on the potential use of Project Labor Agreements (PLAs) for large scale construction projects greater than $25 million within the Oahu region of Hawaii in support of the Defense Health Agency program.
The Special Notice requests responses to questions about concerns over skilled labor availability, whether a PLA could benefit mission-critical schedule driven projects, and how a PLA may or may not advance the Federal Government's interests in economy and efficiency. Interested contractors are invited to provide any cost impacts and additional considerations regarding non-use of a PLA on the referenced projects. Responses must be submitted to the identified points of contact by January 22, 2022. This Special Notice is not a solicitation but rather seeks input to inform future acquisition decisions regarding the potential use of PLAs on selected large contracts to support the Defense Health Agency program in the Oahu region.
