Added: Jun 05, 2014 5:36 pm The U.S. Army Corps of Engineers, Mobile District (CESAM) intends to award a modification to the Multiple Award Task Order Contracts (MATOC) awarded under solicitation W91278-13-R-0009 for an increase to the current geographic area, CONUS West of the Mississippi River, to include all of CONUS. The program requirements are currently executed via firm fixed price task orders placed against the Indefinite Delivery Indefinite Quantity (IDIQ) contracts in order to perform Design and Repair/Construction relating, but not limited, to architectural, mechanical, electrical, instrumentation, security and safety areas of Army healthcare and research laboratory facilities in a cost effective manner. Work will vary from site to site and will require extensive knowledge of the functional operation of medical facilities, including equipment, facility support systems, and building structures. Since the facilities will typically be in full operation, the contractor will be required to minimize interference with the daily operation of the facilities and will be required to implement infection control processes and to comply with Joint Commission requirements for construction work in occupied medical facilities. Work may range from reconfiguration of a single room or repair of a single utility system component to renovation of a hospital wing to include both repair of failed and failing systems and components, and minor construction of new systems and components. Key personnel, to include on-site supervisors, are required to hold an American Society for Healthcare Engineering construction certificate. LLC., Topeka, KS. It is the Governments intent to issue an increase to the current IDIQ contract geographic area of CONUS West of the Mississippi River for a revised geographic range of all of CONUS. The original basic contract Scope of Work for the contract remains unchanged. The Government intends to award the modification to this contract consistent with the terms identified within this announcement upon the basis of the authority provided in 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-2, Unusual and Compelling Urgency. In order for the Government to meet upcoming requirements in a timely manner, this action is necessary. This will result in the Government being able to meet its immediate needs without delays and compromising its mission. Offerors must have the capability to perform Site Investigations; provide Feasibility Studies; develop Designs; and perform construction and repair efforts to include (both general and medical specific) architectural, mechanical, electrical, civil, structural, instrumentation, communications, security, force protection, safety, systems, and cost, as well as environmental and hazardous materials abatement areas of Government medical facilities. Offerors must have the capability to perform all work efforts required under this contract at Government medical facilities in accordance with all applicable medical technical publications, codes, and specifications. Medical repair and construction experience is required. Location. The location and scope of work will vary by task order. A seed project and bid schedule will be included in this solicitation. The offeror will be required to use the seed project information to submit a completed bid schedule. The seed project price information will be used during the trade-off source selection evaluation process.
