IDIQ/MATOC in Support of the Mobile District Military Program for North Region
Added: Feb 08, 2011 10:24 am Under this solicitation, the Government intends to establish one (1) MATOC pool with two or more contractors within the North Mobile Region MATOC pool for the purpose of providing a full range of new design/build construction and repair type services in the area of operations indicated in this paragraph. The construction contractors included in this MATOC pool shall furnish all plant, labor supervision, tools, materials equipment, design and other items necessary to perform general military construction projects primarily in Mobile District's military boundaries Alabama, Mississippi, Tennessee but may be used in other areas within the boundaries of the South Atlantic Division which includes the additional states of Florida, Georgia, South Carolina and North Carolina. The contracts awarded under this solicitation, may result in two or more Indefinite Delivery/Indefinite Quality (IDIQ) contracts with duplicative scopes of work. A Prototype Task Order (PTO) seed project that includes 100% plans and specifications and a bid schedule is included in this solicitation to simulate one type of firm fixed price task order that could be awarded under these MATOC's. The Offeror will be required to use the PTO Seed project information and submit a completed bid schedule to simulate a fixed-price for the PTO seed project. The PTO price information will be used during the trade-off source selection evaluation process. The PTO seed project will not be constructed but will be used in this evaluation process to determine the appropriateness of the Offeror's pricing when compared to what has been constructed. Reference RFP Section 00 12 00, Paragraph 2.0 "EVALUATION PROCESS" for additional information regarding price evaluation (Bid Schedule No. 1 and Bid Schedule No. 2) for the complete solicitation.Description of PTO Seed Project: In general, the work shall consist of the following: This prototype project will simulate a project that requires construction of parking lots and infrastructure, to include electrical and communication distribution, water distribution and wastewater collection. Buildings include the Group Support Battalion (GSB) Logistic, GSB Tactical Equipment Maintenance Facility, GSB Organization Equipment Storage Facility, GSB Oil Storage Facility, GSB Hazardous Materials Storage Facility and Wash rack/Platform.The term of this contract will be for a base year and four (4) twelve month options. Firm Fixed-Price task orders will be issued against this contract. The guaranteed minimum will be $1,000 and the total capacity for the contract will be $499 million over five years. This requirement is being handled by the U.S. Army Corps of Engineers, Mobile District, Mobile; AL.The North American Industry Classification System (NAICS) code for this project is 236220.The solicitation will be available for download on March 02, 2011. The estimated cost of this project is will between $250,000,000 to $500,000,000. The contracting officer is Mrs. Donna Parker.Note No. 1: All prospective contractors and their subcontractors and suppliers must be registered in Federal Business Opportunities (FedBizOpps) before they will be allowed to download solicitation information. Contractor must be registered in the DoD Central Contractor Registration (CCR) prior to award of this contract. Solicitation documents, plans and specifications will only be available via FedBizOpps. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest.
