The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.The North American Industry Classification System (NAICS) code is 562991 and the size standard is $7.5 million. All firms or individuals responding must be registered with the System for Award Management (SAM). The contracting office at Fort Jackson intends to issue this solicitation under full and open competition after a total set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The entire solicitation will be made available on Federal Business Opportunities Web Site at http://www.fedbizopps.gov on or after 2 June 2017. All responsible sources may submit a proposal upon release of the solicitation. Due date for the proposal is anticipated to be within 30 days upon issuance of the solicitation. You may download the solicitation and email your proposal in.The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the placement and cleaning of Portable Chemical Toilets on the installation, as defined in this Performance Work Statement (PWS) except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this contract.Background:Fort Jackson is the largest and most active Initial Entry Training Center in the U.S. Army, training over 50 percent of all soldiers and nearly 60 percent of women entering the army each year. The Fort Jackson's primary mission is providing the Army with highly trained, disciplined, motivated and physically fit warriors who espouse the Army's core values and are focused on teamwork. During the course of training, soldiers are conducting field exercises at various ranges and remote locations around the installation. Often permanent utility connections are not available and/or permanent latrine facilities are not nearby. Surges in numbers of soldiers being trained require more facilities as well. Therefore, portable chemical toilets are used in the absence of available latrine facilities. Additionally, special events often generate a need for portable chemical toilets. Training and special events are often intermittent and unpredictable in nature. However, most chemical toilet requirements are recurring and predictable.Objective:• Place chemical toilets per the direction of the Contracting Officer (KO) or the Contracting Officer's Representative (COR).• Remove waste product from the chemical toilets as required.• Clean toilets as required.• Maintain all chemical toilets so that the end result is sanitary and functional portable latrines.The estimated period of performance is one (1) base year of eleven (11) months and four (4) 12-month option years.
