Pre-Solicitation 3/5 10/30/20, 3:26 PM Sandbridge Beach Renourishment
THIS PROCUREMENT IS AN UNRESTRICTED PROCUREMENT. The Norfolk District, Army Corps of Engineers is contemplating a Firm Fixed Price, Invitation for Bid (IFB), Construction contract, for Sandbridge Beach Renourishment, located in Virginia Beach, Virginia Description: The proposed action would involve beach nourishment at the Sandbridge oceanfront, approximately 2 million cubic yards, an area approximately 5 miles long and up to 125 feet wide. The specific beach area covered extends from the U.S. Naval Fleet Anti-Air Warfare Training Center at Dam Neck to the north to Back Bay National Wildlife Refuge (NWR) to the south. The project dimensions include a 50-foot wide berm at an elevation of 6 feet North American Vertical Datum (NGVD) with a foreshore slope of approximately 1:20 (one vertical value to 20 horizontal) for a distance of approximately 5 miles. The designated borrow area is Sandbridge Shoal, located approximately 3 nautical miles from the shoreline, outside of Virginia's territorial sea. There are two selected borrow areas within Sandbridge Shoal, Area B to the north and Area A to the south; depths range from 30 to 65 feet. The area between the two borrow areas is restricted due to the presence of a buried Navy submarine communications cable. Work Requirements: The work consists of dredging beach fill material from the Government furnished borrow site located offshore approximately 3 to 5 miles east of Sandbridge Beach. The Contractor shall perform the scheduled work with one or more hopper dredge and transport the material to a pump out buoy or series of pump out buoys to be provided by the Contractor. The material shall then be carried from the pump out buoy or buoys to the beach by hydraulic pipeline and deposited within the designated beach placement area segments as indicated and specified. The Contractor shall anticipate a minimum of tee setups with the pump out buoy for material placement. The dredging are will be designated in Borrow Site B, shown in the figure (attached). Please note that the geotechnical boring data, relative to the classification of the material, is dated. A recent borrow site investigation, (November, 2018), was performed and all boring logs, analysis and reports will be made available in the technical specifications within the solicitation. The dredging and beach fill placement area is accessible to the general public; however, the Government will not undertake to exclude the public or restrict public access to the site during the work. Unless directed otherwise, the Contractor may perform the scheduled work 24 hours a day, 7 days a week; however, the Contractor will not be allowed to operate plant or equipment within 150 feet of the boardwalk or in proximity to private residence housing and other occupied beachfront areas from 11:00pm to 7:00am. Condition of Borrow Areas:The NAO technical project team completed hydrographic survey and borrow site analysis to determine the quantity and quality of the material in the borrow site. It was determined that over 20 million cubic yards of "beach quality" sand, (defined as coarse-grained material, grain size D50 > 0.25), remains in Area B, therefore, it will be recommended for the contractor to dredge from this area. The data from the borrow site investigation will be included in the plans and specifications as well as provided in the solicitation. The plans for dredging show the condition of the offshore borrow area at the time of the most recent survey. There are no known pipes, bridges, or tunnels that cross the area to be dredged; however, there exist two cables in the borrow area and are shown on the borrow plan. The Contractor shall avoid the restricted area shown on the borrow area plan. Period of Performance: The contractor should have the ability and large hopper dredges such to support the completion of dredging 2 million cubic yards within 5 months. The period of performance will be 180 days, tentatively scheduled from March 2019 - August 2019. There will be NO DREDGING from September 1st - November 14th. However, beach grading and demobilization can occur after September 1st. Restrictions: Borrow Areas are in a location where sea turtles and other endangered and teatened species may be encountered during the work. The Contractor is advised the Government has consulted with the National Marine Fisheries Service (NMFS) regarding the effects of dredging on teatened and endangered species in the dredging areas for this contract. No dredging shall occur between September 1st - November 14th. Additionally, all hopper dredge drag heads shall be equipped with rigid sea turtle deflectors that are rigidly attached during this period. The Contractor shall ensure the adequate instruction and training of all personnel associated with the operation of the dredging vessel and other plant employed on the work regarding the possible presence of endangered sea turtles and whales and the need to avoid contact and collisions with these animals. In addition, the work involves safety support and avoidance of potential unexploded ordnance and exploded ordnance, inert ordnance, and ordnance fragments and similar explosives debris material (defined and identified in these specifications as "Munitions and Explosives of Concern" (MEC)), within the dredging prism of the borrow area during performance of dredging activities and a safety plan will be required from the contractor. Dredging and Dredge Related Marine Work: The Contractor shall comply with the provisions of EM 385-1-1. If the Contractor is a currently accepted participant in the Dredging Contractors of America (DCA)/United States Army Corps of Engineers (USACE) Dredging Safety Management Program (DSMP), as determined by the DCA/USACE Joint Committee, and holds a current valid Certificate of Compliance for both the Contractor Program and the Dredge(s) to be used to perform the work under this contract, the Contractor may, in lieu of the submission of an Accident Prevention Plan (APP) 1. Make available for review, upon request, the Contractor's current Safety Management System (SMS) documentation, 2. Submit to the Contracting Officer the current valid Company Certificate of Compliance for its SMS, 3. Submit the current dredge(s) Certificate of Compliance based on third party audit, and submit for review and acceptance, site-specific addenda to the SMS as specified in the solicitation.
