The Mission Installation Contracting Command MICC Mission Contracting Office - Fort Eustis (MICC-EU), VA anticipates issuing a Request for Proposal (RFP for the Non-Personal Support Services for the Sustainment Center of Excellence (SCoE) Instructor, Training Support and Development (ITSD) Contract Fort Lee, VA. The objectives for this effort is to provide training and training support services, to the schools and headquarters in support of training mission. The Training Instructors will provide performance-oriented training using the US Army Training and Doctrine Command (TRADOC) approved Program of Instruction (POI). Training provided by the SCoE can be classroom and/or hands-on performance oriented training, simulation/virtual training and/or field exercise training or combat scenario driven to include live fire training in a realistic and safe environment. The Government is anticipating awarding a Multiple Award Indefinite Delivery Indefinite Quantity firm-fixed-price contract. The North American Industry Classification System (NAICS) code is 541990, All Other Professinoal, Scientific, and Technical Services and the standard size is $15,000,000.SCoE Contractors will provide support in the following primary task areas:Task 1: Instructor and Instructor/Writer ServicesTask 2: Training Development ServicesTask 3: Training Support ServicesNo draft solicitation will be issued.The North American Industry Classification System (NAICS) code for this solicitation is 541990, All Other Professional, Scientific, and Technical Services. The Small Business Size Standard for this NAICS is $15,000,000. The Product Service Code is U008.The requirement will be solicited as an 8(a) set-aside and a SDVOSB set-aside; and award up to eight potential MA ID/IQ awards to responsive offeror whose proposals conforms to the solicitation requirements. Of the eight MA ID/IQ contract awards, the Government intends to award four awards as 8(a) set-asides and four awards as SDVOSB set-asides. This requirement will have a five-year ordering period. Individual periods of performance will be at the task order level.MICC-Eustis anticipates issuing the Request for Proposal (RFP) on or about 29 July 2016. The closing date for submission of proposals will be contained in the RFP. Offerors must be registered in the System for Award Management Maintenance database prior to award of a government contract, http://www.sam.gov/.The RFP will be available at the Federal Business Opportunities (FBO) website: https://www.fbo.gov. Paper copies of the solicitation will not be provided.
