This is not a solicitation.The Mission and Installation Contracting Command (MICC) Center at Fort Eustis, Virginia intend to solicit and award a contract in support of the United States Army Fires Center of Excellence (USAFCOEFS) at Fort Sill, Oklahoma. This action will support the USAFCOEFS mission to provide long-range training concepts and strategies, doctrine, training development and support products for USAFCOEFS forces. USAFCOEFS function in this area is to serve as the user representative in the development of training methodologies and products, concepts, doctrine, organizational and materiel requirements for each functional area. The purpose of this contract is for the USAFCOEFS to support the Department of the Army (DA) and Department of Defense (DOD) Agencies initiatives for the Fires Force in development, assessment, analysis, staffing, integration and documenting concepts, doctrine development, organization requirements, simulation requirements and production of training and doctrine products.The Contractor shall provide all management, personnel, supervision necessary to perform all task areas defined in the solicitation. Contract responsibilities will include the following functional areas: Task Area 1- Long Range Training Strategies and Concepts Support, Task Area 2 - Training Development Support, Task Area 3 - Doctrine Development Support, Task Area 4 - Organizational Development Support, Task Area 5 - Training Support, Task Area 6 - Simulations and Analysis Support, Task Area 7 - Evaluation Support and Task Area 8 - Knowledge Management Enhancements. Potential Contractors must have knowledge, expertise, and services to support USAFCOEFS with its focus on training support to the war fighter by leveraging technologies, battlefield digitization, developing issues, seeking solutions, demonstrating alternatives and coordinating projects. The action will be issued as a Small Business Set-Aside Request for Proposal (RFP). THIS ACTION IS LIMITED TO COMPETITION BY VENDORS THAT ARE CERTIFIED BY THE SMALL BUSINESS ADMINISTRATION (SBA) UNDER THE SBA PROGRAM. (FYI: the designated NAICS Code is 541990 (size standard of $7 million)). MICC anticipates award of a Firm Fixed-Price Multiple Award Indefinite Delivery Indefinite Quantity contract for (1), 12-month base year and (4), 12-month option years. Government intends to acquire a commercial item using FAR Part 12. The solicitation will be issued on or about 24 August 2009 and closing on our about 24 September 2009.
