Added: Mar 06, 2013 9:13 am PLEASE NOTE: THIS IS A PRE-SOLICITATION ANNOUNCEMENT SYNOPSIZED (IAW FAR PART 5.203) FOR AN ANTICIPATED ROADS MAINTENANCE CONSTRUCTION SOLICITATION. THIS NOTICE WILL BE POSTED A MINIMUM OF 15 DAYS AT THE GOVERNMENT POINT OF ENTRY AND SUBJECT TO EXTENSION PRIOR TO THE RELEASE OF A FULL SOLICITATION. This announcement is NOT an Invitation for Bid (IFB), but instead a Pre-Solicitation notice to industry to serve as notification of a pending Solicitation IFB release of the Roads Maintenance Solicitation for Fort Riley, KS. Upon release of the Solicitation IFB, a bid from industry will be requested from interested and qualified bidders. No reimbursement will be made for any costs associated with providing information in response to this PRE-SOLICITATION announcement or any follow-up information requests to include the full Solicitation once issued. This notice does not constitute an Invitation for Bid and is not to be construed as a commitment by the Government for any purpose other than noted above. Fort Riley, KS is seeking an SBA Total Small Business with the current relevant experience, personnel, and capability to perform roads maintenance. The Contractor shall provide all plant, labor, equipment, materials and transportation and perform all required work in accordance with the Individual Job Orders (IJO) and specifications for this requirement. The task orders to be awarded under this contract will be for all required work in accordance with the IJOs and specifications for this requirement on Fort Riley, KS. The applicable North American Industry Classification System (NAICS) Code is 237310, Highway, Street, and Bridge Construction, with a Size Standard of $33.5 million. The proposed contract will be for a one (1) base year, with provisions to exercise tee (3) one-year options. Interested sources should be advised that while a full solicitation is expected to release within the next 15 days to industry, the Government reserves the right to extend this posting. No visits with industry will be permitted with any Fort Riley personnel in response to this anticipated Solicitation. There will not be a Site Visit. A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. The purpose of this Sources Sought is to notify industry of Fort Riley, KS intent for contract action and knowledge of potentially qualified sources. This Sources Sought is being published to identify potential contractors who are capable of providing a requirement for road maintenance and repair on Fort Riley, KS. This requirement will be in accordance with the attached Draft Specifications.The North American Industry Classification Systems (NAICS) code proposed for the requirement is 237310, Highway, Street, and Bridge Construction. The size standard for NAICS 237310 is $33.5 Million. Comments on this NAICS and suggestions for alternative must include supporting rationale. This NAICS code is subject to change if necessitated by the responses to this Sources Sought Synopsis.No decision has yet been made regarding the small business strategy for this requirement. Small businesses are advised that FAR 52.219-14, Limitations on Subcontracting, would apply wherein at least 50 percent of the work must be performed by the small business prime contractor alone.The contemplated purchase order will consist of services that are detailed in the attached draft Specifications. This requirement is for all services indentified, but not limited to the draft Specifications. Any qualified and interested contractors responding to this announcement must be able to support all areas. No partial support responses from industry will be accepted.
