The Army Contracting Command - New Jersey (ACC-NJ), on behalf of PM Soldier Lethality is seeking potential sources to supply AirTronic PSRL-1 40mm Rocket Launchers, accessories, spare parts, training simulators and installation/training. The accessories and spare parts kit are detailed below: The PSRL-1 is a 40mm launcher capable of firing RPG-7 ammunition and is manufactured by AirtronicUSA. It comes with a Picatinny rail system that allows for bipod, scope, and accessory mounting. Accessories/kits: Quantity one (1) - Operator Manual Quantity one (1) - Rocket Backpack, Padded, OD Green Quantity one (1) - Sling, OD Green Quantity one (1) - Carry Bag, Padded, OD Green Quantity one (1) - Cleaning Kit with 40MM Brush Quantity one (1) - SellMark 3x24 Wolfhound Optical Sight with Mounts and Raisers Quantity one (1) - Flip Up Iron Sights Quantity one (1) - Hard Case with Foam Quantity one (1) - Spare Parts Kit Spare Parts Kit: Quantity one (1) - Sear Spring Quantity two (2) - Firing Pins Quantity one (1) - Firing Pin Plug Quantity one (1) - Firing Pin Cup Quantity two (2) - Picatinny Rail Screws Quantity one (1) - Firing Pin Spring Quantity two (2) - Heat Shield Screws The simulator required is the VirTra 100 - AirTronic RPG/PSRL-1 Shooting Simulators. Installation and training will be planned to be executed in Ukraine. In responding to this Sources Sought Notice respondents should provide the following information: A detailed description of your capability to deliver the above listed system. Details should include technical descriptions. Any pricing data should be sent, if available, and at NO COST to the US Government. Describe your delivery lead time for quantities up to 1000 launchers and kits as well as up to 10 simulators. A detailed description of your ability to comply with Item Unique Identification (IUID) machine-readable information (MRI) requirements as described in MIL-STD-130, Identification Marking of U.S. Military Property and Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.211-7003. Provide any available data related to testing performed to ensure compliance with MIL-STD-130 specifically as it relates to permanency and legibility. Direct identification marking of the serialized receiver (e.g. by laser) capable of withstanding the intended life cycle should be addressed. If another method is described, that description should include an explanation of the method's relative merits and why it is the equivalent or superior. All interested sources shall also provide the organization name, address, point of contact, phone number, e-mail address, taxpayer identification number, DUNS number, CAGE Code, and company size (please identify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). This Sources Sought is a Request for Information (RFI) ONLY and should NOT be construed as a Request for Proposal (RFP) or a commitment by the U.S. Government. In accordance with Federal Acquisition Regulation (FAR) 5.201(b), "For acquisitions of supplies and services other than those covered by the exceptions in 5.202 and the special situations in 5.205, the Contracting Officer must transmit a notice to the Government wide Point of Entry (GPE) for each proposed contract action meeting the teshold in 5.101(a)(i)." The U.S. Army Contracting Command-New Jersey, on behalf of PM Soldier Weapons, intends to solicit, negotiate and award a sole source contract for Airtronic USA, LLC, pursuant to the authority of 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Price Delivery Orders to Airtronic USA, LLC, Spring Branch, TX.
