Brennan, Contracting Officer, scott.brennan2@va.gov A Construction Multiple Award Task Order Contract (MATOC) solicitation is scheduled for release no later than Feb 28, 2014. The area of coverage for this solicitation is for the Network 11 VA Medical Centers located in the Michigan cities of Saginaw, Battle Creek, Ann Arbor, and Detroit. The North American Industrial Classification System (NAICS) codes associated with the solicitation are 236220 General Contractors, 238210 Electrical Contractors, and 238220 Plumbing, Heating, and Air-Conditioning Contractors. The solicitation will be issued as a 100% Set-Aside for Service Disabled Veteran Owned Small Businesses (SDVOSBs). To submit a proposal and receive award the offeror must be listed as Verified in the Center for Veterans Enterprise Vendor Information Pages located at https://www.vip.vetbiz.gov/ The government anticipates awards to the maximum number of contractors as possible. General building and heavy construction contractors (NAICS 236220) have a size standard of $33.5 million in average annual revenue for the previous tee years, and Specialty trade construction contractors (NAICS 238210 and 238220) have a size standard of $14 million in average annual revenue for the previous tee years. Offerors will be able to select the NAICs category or categories they wish to submit a proposal(s). It is anticipated the MATOC contracts will consist of a Base Award Period of one (1) calendar year and four (4) one-year option periods. Total contract period, to include options, shall not exceed five (5) calendar years. Task Orders will range from $2,000.00 to $5,000,000.00. The selection process will be conducted in accordance with FAR Part 15 source selection procedures. Proposals will be evaluated on Past Performance, Technical, and Price Evaluation of the Prototypical Project(s). Prospective offerors must submit a written past performance and technical proposal, and a price proposal for the prototypical project(s) to be considered for award. The prototypical project(s) will be used to evaluate the price proposal and portions of the technical proposal. Prototypical Project Specs and Drawings will be made available after Feb 3, 2014 upon request and will also be incorporated into the official solicitation.
