Global Distribution Expeditionary Contract
The Defense Logistics Agency (DLA) Distribution intends to issue a sole-source modification to Contract SP330021D5002 with Olgoonik Federal, LLC under the Global Distribution Expeditionary Contract (GDEC), extending the ordering period by six months through 31 March 2027 with an optional six-month period through 30 September 2027, and increasing the contract ceiling by $100 million to $415.5 million. The GDEC provides critical labor and distribution support for workload surges, contingency operations, humanitarian missions, labor augmentation, and special projects at CONUS and OCONUS locations. DLA Distribution justified the non-competitive action under FAR 6.103-1(c)(2)(ii), citing that no other contracts in place support warehouse and distribution for humanitarian, contingency, and unplanned requirements. The follow-on procurements—the DLA Distribution Expeditionary Capabilities Contract (DECAP) and the DLA Distribution Labor Support Services Contract—will not be operational in time to meet immediate operational needs. Standing up a new contractor would require onboarding, security vetting, facility access approvals, training, and system integration that cannot be completed within the required timeframe. The incumbent currently maintains the necessary staffing, facilities, equipment, and materials for continued immediate performance. A Justification and Approval document will be posted to SAM.gov.

The Defense Logistics Agency Distribution intends to issue a modification to Contract SP330021D5002 on a sole-source basis to Olgoonik Federal, LLC, increasing the contract ceiling by $100 million to a total of $415.5 million.
The Global Distribution Expeditionary Contract (GDEC) provides critical labor and distribution support for workload surges, unforeseen or unplanned requirements, contingency operations, humanitarian missions, labor augmentation, and special projects across CONUS and OCONUS locations. The modification extends the ordering period by six months through March 31, 2027, and includes a six-month option period through September 30, 2027, if necessary.
DLA Distribution justified the sole-source action under FAR 6.103-1(c)(2)(ii), citing urgency and lack of alternative capacity. DLA Distribution has no other contracts providing warehouse and distribution support for humanitarian, contingency, labor augmentation, and unplanned requirements. The follow-on procurements—the DLA Distribution Expeditionary Capabilities Contract (DECAP) and the DLA Distribution Labor Support Services Contract—will not be operational or awarded in time to meet immediate operational needs. Only the incumbent contractor can provide required services without unacceptable delays; standing up a new contractor would require onboarding, security vetting, facility access approvals, training, and system integration that cannot be completed within the required timeframe. Olgoonik Federal currently maintains the necessary staffing, facilities, equipment, and materials for immediate performance. The justification and approval document will be posted to SAM.gov.
