About this award

This federal contract award is for support to the NASA Engineering and Safety Center (NESC) to perform an independent peer review of NASA's Orbital Debris Engineering Model (ORDEM) version 3.1. The National Science Foundation (NSF) is serving as the "servicing agency" for this interagency acquisition with the NASA Langley Research Center (LARC) as the "requesting agency". The objective is to improve safety by conducting an in-depth independent engineering assessment of ORDEM 3.1, which is a key component of the overall Micrometeoroid and Orbital Debris (MMOD) risk assessment process. The prime contractor is the Institute for Defense Analyses (IDA), a non-profit organization that operates Federally Funded Research and Development Centers (FFRDCs) and provides research, analysis, and technical support services to various government agencies. The total ceiling value of this contract is $61,952. There is no set-aside designation for this award.

Description

Support to the NASA engineering and safety center (NESC) independent peer review of NASA's orbital debris engineering model (ORDEM).the NASA langley research center (LARC) as the "requesting agency" intends to enter into an interagency acquisition with the national science foundation (NSF) as the "servicing agency" for support to the NASA engineering and safety center (NESC) independent peer review of NASA's orbital debris engineering model (ORDEM). The NESC is an independent organization focused on engineering excellence and draws upon the best engineering expertise from across the agency, including partnerships with other government agencies, national laboratories, universities, and industry. The objective of the NESC is to improve safety by performing in-depth independent engineering assessments, testing, and analysis to uncover technical vulnerabilities and to determine appropriate preventive and corrective actions for problems, trends, or issues within NASA's programs, projects, and institutions. NASA's orbital debris program office (ODPO) has finished an update to the ORDEM, which is a mathematical tool used to model the orbital debris environment in earth orbit. The odrem is updated periodically to account for changes in the environment, incorporate new measurement data, and enhance its capabilities to predict at least a decade in the future. ORDEM is a component in the overall micrometeoroid and orbital debris (MMOD) risk assessment process and feeds into MMOD risk assessment software tools like bumper. The current version is ORDEM3.0 and the next version will be ORDEM3.1. NASA ODPO has requested support from the NESC to perform an independent peer review of ORDEM3.1, similar to what was performed for ORDEM3.0 as part of the 2015 NESC joint polar satellite system micrometeoroid and orbital debris assessment. The NESC team will leverage experience from this and reviews of ORDEM2000.
