About this award

This is a Cost Plus Fixed Fee task order awarded by the National Aeronautics and Space Administration (NASA) Langley Research Center to Cornell Technical Services LLC, a small business located in Columbia, Maryland. The purpose of the task order is to develop a Safety Analysis Report (SAR) for the Mars 2020 project, which will document the response of space nuclear power sources to potential launch and reentry accident scenarios, and quantify the associated radiological risks. The SAR and other supporting documentation will be used by the Mars 2020 Interagency Nuclear Safety Review Panel (INSRP) to evaluate the risk and determine if the President should grant launch approval. The task order has a ceiling value of $300,000.00 and a completion date of March 31, 2018. It is not a set-aside contract.

Cornell Technical Services LLC is the prime contractor on this task order, which is issued under the company's larger $111.75 million Indefinite Delivery/Indefinite Quantity (IDIQ) contract with NASA Langley Research Center titled "Evaluations, Assessments, Studies, Services, & Support 3" (EASSS 3). This IDIQ contract serves as the primary vehicle for Cornell Technical Services to provide technical advisory services across NASA's science and aeronautics portfolios.

Description

": task order title: mars 2020 interagency nuclear safety review panel (INSRP) the purpose of this task order is to develop a safety analysis report (SAR) for the mars 2020 project. The purpose of the SAR is to document the response of space nuclear power sources to the credible launch and reentry accident scenarios (and their associated mechanical and thermal insult environments) as specified in the NASA-provided launch vehicle databook, and to quantify the radiological risks associated with the mission. This SAR along with other supporting documentation is used by the mars 2020 interagency safety review panel (INSRP) to evaluate the risk associated with the use of radioactive materials and to prepare a safety evaluation report (SER). The SER is used as a critical data point in determining if the risk due to the radioactive materials is within acceptable limits and if the president should grant launch approval.
