Description
": senior review for probable extension of earth science operating missions the purpose of this task order is to provide technical expertise to the NASA science office for mission assessments (SOMA) (located at NASA langley research center) on the technical reviews of proposals solicited for the senior review 2017 for extension of earth science operating missions (referred to as the senior review from hereon). The NASA earth science division (ESD) of the science mission directorate (SMD) is supporting several earth observing missions that are operating beyond their prime mission lifetimes. Extended operations and associated data analysis activities require a significant fraction of the ESD annual budget. NASA and the ESD thus periodically evaluate the allocation of mission operation and data analysis (MO & DA) funds with the aim of maximizing within finite resources the missions contributions to nasas and the nations goals. This periodic NASA comparative review for missions in extended operations is known as a senior review. The senior review panel is supported by a technical subpanel composed of technical experts from within and/or outside NASA to assess the health and viability of the operating satellites. The technical subpanel assesses each mission performance and reliability projections for the satellite and instrument(S), as well as the mission operations implementation plan. The technical experts consider factors including the status of consumables and predicted utilization; spacecraft and instrument status, performance degradation, and failure risk; the proposed mission operations approach for the effective and safe management of an aging satellite; and mission and data management. This technical review is performed according to criteria stated in the call for proposals senior review 2017 for extension of earth science operating missions. As the products of the technical review, the contractor shall provide a technical review form for each proposal, which serves as the report of the technical review results. This technical review form contains narrative text as well as a risk rating for the feasibility of the extended mission implementation.
