About this award

This is a cost-plus-fixed-fee delivery order contract awarded by NASA Langley Research Center to Cornell Technical Services LLC, a small technology and professional services business. The purpose is to obtain support for independent reviews and associated activities for the Orbiting Carbon Observatory-3 (OCO-3) project, which is part of NASA's Earth System Science Pathfinder program. OCO-3 is designed to collect space-based measurements to quantify variations in atmospheric carbon dioxide and improve our understanding of surface carbon dioxide sources and sinks.

The contract has a potential value of $136,467.27 and a completion date of October 31, 2019. It does not have a set-aside designation. As the prime contractor, Cornell Technical Services will leverage its expertise in providing technical advisory services to NASA, including conducting independent reviews, cost analyses, and mission assessments to support the OCO-3 project. This contract is likely part of Cornell Technical Services' Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle with NASA Langley Research Center, which enables the company to deliver a range of technical services across the agency's aeronautics and space science initiatives.

Description

"" task order title: orbiting carbon observatory-3 (OCO-3) standing review board (SRB) 3.1. The OC0-3 project is an assigned project within the earth system science pathfinder program (ESSP), which is managed by the ESSP program office at langley research center (LARC) for the earth science division (ESD) of the science mission directorate (SMD) of NASA. OC0-3 is a category 3 project, per NASA NPR 7120.E. The mission management and development responsibility for the OC0-3 project is assigned to the jet propulsion laboratory (JPL). The OC0-3 project is managed by JPL within the earth science and technology directorate. The OC0-3 project is designed to collect the space-based measurements needed to quantify variations in the column averaged atmospheric carbon dioxide (C02) dry air mole fraction, XC02, with the precision, resolution, and coverage needed to improve our understanding of surface C02 sources and sinks (FLUXES) on regional scales (1000KM) and the processes controlling their variability over the seasonal cycle. OC0-3 will advance carbon cycle science and builds on the capability to determine regional sources and sinks; provide XC02 data over low latitudes bridging the potential GAP between the OC0-2 and ascends missions; explore the detection limits and the value of resolving the diurnal cycle in chlorophyll fluorescence and XC02 to better constrain the carbon cycle flux in tropical forests; and detect and quantify the variability associated with human activities in rapidly developing urban centers. OC0-3 is a complete stand-alone payload built using the spare OC0-2 flight instrument, with additional subsystems added as required to accommodate installation and operation on the international space station japanese experiment module external facility (ISS JEM-EF). These new subsystems include a central electronics unit that enables command, power, and data interface to the ISS, a polarization nulling optics, a two axis pointing mechanism, and structural enclosure and adapters to interface to ISS. 3.2. A standing review board (SRB) is responsible for independently assessing the health of the project. Independent reviews of projects are conducted at defined lifecycle milestones and are used to objectively assess the projects progress against the project plan, its readiness to proceed to the next lifecycle phase, compliance with NPR 7120.5 and NPR 7123.1 requirements, and the integrated baseline. 3.3. The purpose of this task is to obtain support for the OCO-3 independent reviews and associated activities.
