About this award
This is a $340,728.00 cost-plus-fixed-fee delivery order contract awarded by NASA's Langley Research Center to the National Institute of Aerospace Associates (NIA), a non-profit research organization, to provide research and development support for NASA's work on attention-related human performance limitations in aviation. The contract, which has no set-aside designation, aims to develop realistic training scenarios that can induce channelized attention, confirmation bias, startle/surprise, and diverted attention in flight crews. This involves collaborating with subject matter experts and air carrier training organizations to create, refine, and evaluate the effectiveness of these scenarios within the airline operational environment. NIA will also assist NASA in applying these scenarios in human-in-the-loop experiments to assess potential countermeasures for spatial disorientation and loss of energy state awareness. The contract work is intended to support NASA's Research and Development Safety Enhancement (SE)-211 initiative, which is being led by the Commercial Aviation Safety Team (CAST).
Description
"training scenario development for attention-related human performance limitations" the purpose of this task is to provide research and development support, technical and subject matter expertise, and subject matter consultation to langley S crew system and aviation operations branch (CSAOB/D-318). The tasking defines the conduct of research, development, test, and evaluation that supports NASA S work toward the research and development safety enhancement (SE)-211 released by the commercial aviation safety team (CAST). The work will assist NASA in the development of methods and guidelines for creating training scenarios that induce the attention-related human performance limitations observed in incidences and accidents associated with the loss of airplane state awareness (ASA) and assess whether these methods can be used to support training in the airline operational environment. These training scenarios shall lead to:improved instrument-scanning behaviors in both nominal and off-nominal conditions, with emphasis on scan patterns for glass cockpits recognition of channelized or diverted attention in one flight crew member by the other flight crew member, and appropriate methods of intervention and correction self-diagnosis methods for flight crew members to recognize and recover from channelized attention, confirmation bias, startle/surprise, and diverted attention reinforcement of proper airline procedures regarding recognition of and response to flight deck alerts 3. Description of the work to be performed: 3.1. The contractor shall perform the following task requirements: a) in coordination and collaboration with the NASA SE-211 output 2 lead, develop initial scenario concepts, including initial guidelines and guidance for the development of future scenarios and methods, for creating realistic, high workload scenarios that can incite human performance limitations, including channelized attention, confirmation bias, startle/surprise, and diverted attention. The type of training and frequency of training shall be considered in these scenario developments. B) assist NASA in logistics and for arranging participants drawn from other subject matter experts (SMES) and air carrier training organization representatives for a workshop(S) which will evaluate and refine these scenarios and methods. C) assist NASA in the application of these scenarios in human-in-the-loop experimental studies being performed by NASA to evaluate potential spatial disorientation / loss-of-energy state awareness counter-measures. Capture the lessons-learned from this work to refine the scenarios and the scenario development methods/guidance. D) create a plan by which data can be obtained, in coordination and collaboration with air carriers and other government and manufacturer research organizations, to assess the effectiveness of these scenarios and mitigations within the air carrier S or other training organization S facilities. This plan, and the resulting data, will establish the in situ efficacy of the refined scenarios and the scenario development methods. E) following completion of the in situ testing, provide a report documenting the final scenarios and the scenario development methods including the summary of the lessons-learned and recommendation for future work that can enhance the training methods.
